Eventually, the two chambers will work to reconcile their differences between the two in the hope of finding a compromise.<\/p>\n\n\n\n<p>The NDAA, one of&nbsp;<a href=\"https:\/\/www.vox.com\/congress\" target=\"_blank\" rel=\"noreferrer noopener\">Congress<\/a>\u2019s must-pass bills, effectively lays out what the military\u2019s budget could look like for the next year and which programs will be funded.&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/7900\" target=\"_blank\" rel=\"noreferrer noopener\">This year\u2019s House bill<\/a>&nbsp;authorizes $886 billion in funding,&nbsp;<a href=\"https:\/\/armedservices.house.gov\/sites\/republicans.armedservices.house.gov\/files\/FY24%20NDAA%20Summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">including a 5.2 percent pay raise<\/a>&nbsp;for service members and the appointment of an inspector general to oversee Ukraine funding.<\/p>\n\n\n\n<p>Much like the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.vox.com\/2023\/5\/9\/23715753\/debt-ceiling-limit-default-deal-crisis\" target=\"_blank\">debt ceiling<\/a>\u00a0legislation and annual spending bills, the NDAA is a prime opportunity for lawmakers to add unrelated amendments making policy changes to pet issues, since it has to pass every year.
