Single&nbsp;<a href=\"https:\/\/datacenter.aecf.org\/data\/tables\/55-families-with-related-children-that-are-below-poverty-by-family-type?loc=1&amp;loct=2#detailed\/2\/2-53\/true\/2048\/994,1297,4240\/346\" target=\"_blank\" rel=\"noreferrer noopener\">parents<\/a>,&nbsp;<a href=\"https:\/\/www.clasp.org\/sites\/default\/files\/public\/resources-and-publications\/publication-1\/0090.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">teen<\/a>&nbsp;parents, and&nbsp;<a href=\"https:\/\/www.cbpp.org\/research\/income-security\/improvements-in-tanf-cash-benefits-needed-to-undo-the-legacy-of-historical\" target=\"_blank\" rel=\"noreferrer noopener\">families of color<\/a>&nbsp;face particular disadvantages; states with high Black populations&nbsp;<a href=\"https:\/\/ncpolicywatch.com\/2021\/08\/05\/new-and-damning-report-black-women-with-children-excluded-from-federal-cash-assistance-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">tend to have<\/a>&nbsp;the weakest&nbsp;<a href=\"https:\/\/www.cbpp.org\/blog\/despite-recent-tanf-benefit-boosts-black-families-left-behind\" target=\"_blank\" rel=\"noreferrer noopener\">social assistance<\/a>&nbsp;programs, and welfare&nbsp;<a href=\"https:\/\/washingtonmonthly.com\/2021\/04\/17\/welfare-work-requirements-have-to-go\/\" target=\"_blank\" rel=\"noreferrer noopener\">work requirements<\/a>&nbsp;can trap parents in low-paying&nbsp;<a href=\"https:\/\/www.vox.com\/labor-jobs\" target=\"_blank\" rel=\"noreferrer noopener\">jobs<\/a>. Cash welfare benefits through the&nbsp;<a href=\"https:\/\/www.acf.hhs.gov\/ofa\/programs\/temporary-assistance-needy-families-tanf\" target=\"_blank\" rel=\"noreferrer noopener\">Temporary Assistance for Needy Families<\/a>&nbsp;(TANF) program, which provides cash payments and other services to low-income families with children, are often&nbsp;<a href=\"https:\/\/nwlc.org\/wp-content\/uploads\/2016\/11\/TANF-Child-Care-Fact-Sheet-11.4.16.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">insufficient<\/a>&nbsp;to cover child care expenses. Nationwide, the average monthly payment is&nbsp;<a href=\"https:\/\/www.cbpp.org\/families-cannot-afford-modest-rent-with-tanf\" target=\"_blank\" rel=\"noreferrer noopener\">less than $500<\/a>, well below the poverty line and half the average rent for a two-bedroom apartment as of 2021.<\/p>\n\n\n\n<p>And seeking out help comes with its disadvantages. Poverty is considered a contributing&nbsp;<a href=\"https:\/\/scholar.harvard.edu\/files\/kfong\/files\/fong_cysr_postprint.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">risk factor<\/a>&nbsp;for child neglect, which makes up the&nbsp;<a href=\"https:\/\/www.acf.hhs.gov\/media\/press\/2021\/child-abuse-neglect-data-released#:~:text=The%20most%20common%20single%20maltreatment,commissioner%20of%20HHS'%20Children's%20Bureau.\" target=\"_blank\" rel=\"noreferrer noopener\">majority<\/a>&nbsp;of Child Protective Services reports. And as such, CPS continues to&nbsp;<a href=\"https:\/\/www.futurity.org\/child-protective-services-welfare-parents-poverty-2488042-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">scrutinize<\/a>&nbsp;low-income families for neglect at a&nbsp;<a href=\"https:\/\/imprintnews.org\/child-welfare-2\/time-for-child-welfare-system-to-stop-confusing-poverty-with-neglect\/40222\" target=\"_blank\" rel=\"noreferrer noopener\">much higher rate<\/a>&nbsp;than those who are above the poverty line, even when the&nbsp;<a href=\"https:\/\/www.nyclu.org\/en\/news\/how-so-called-child-welfare-system-hurts-families\" target=\"_blank\" rel=\"noreferrer noopener\">resulting investigations<\/a>&nbsp;can be&nbsp;<a href=\"https:\/\/www.hrw.org\/report\/2022\/11\/17\/if-i-wasnt-poor-i-wouldnt-be-unfit\/family-separation-crisis-us-child-welfare\" target=\"_blank\" rel=\"noreferrer noopener\">harmful rather than helpful<\/a>&nbsp;to vulnerable families. While child poverty rates have fallen, especially since the 2020&nbsp;<a href=\"https:\/\/www.census.gov\/library\/stories\/2022\/09\/record-drop-in-child-poverty.html\" target=\"_blank\" rel=\"noreferrer noopener\">child tax credit<\/a>&nbsp;expansion, 12 million children still lived below the poverty line as of 2022, and the system meant to help them is&nbsp;<a href=\"https:\/\/www.penncapital-star.com\/commentary\/the-u-s-child-welfare-system-is-falling-short-because-of-persistent-child-poverty-opinion\/\" target=\"_blank\" rel=\"noreferrer noopener\">falling short<\/a>. When foster kids age out of the system, they face&nbsp;<a href=\"https:\/\/nfyi.org\/51-useful-aging-out-of-foster-care-statistics-social-race-media\/\" target=\"_blank\" rel=\"noreferrer noopener\">higher rates<\/a>&nbsp;of&nbsp;<a href=\"https:\/\/nfyi.org\/issues\/homelessness\/\" target=\"_blank\" rel=\"noreferrer noopener\">homelessness<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/jlc.org\/news\/what-foster-care-prison-pipeline\" target=\"_blank\" rel=\"noreferrer noopener\">incarceration<\/a>&nbsp;and an increased likelihood of becoming&nbsp;<a href=\"https:\/\/www.fosterva.org\/blog\/what-percentage-of-girls-in-foster-care-are-pregnant-by-21#:~:text=A%20Utah%20study%20of%20children,higher%20than%20the%20general%20population.\" target=\"_blank\" rel=\"noreferrer noopener\">teen parents<\/a>&nbsp;when compared with the general population.<\/p>\n\n\n\n<p>After the&nbsp;<a href=\"https:\/\/www.vox.com\/2022\/5\/3\/23055125\/roe-v-wade-abortion-rights-supreme-court-dobbs-v-jackson\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Dobbs<\/em>&nbsp;verdict<\/a>, 24&nbsp;<a href=\"https:\/\/www.guttmacher.org\/2023\/01\/six-months-post-roe-24-us-states-have-banned-abortion-or-are-likely-do-so-roundup\" target=\"_blank\" rel=\"noreferrer noopener\">states<\/a>&nbsp;are in the&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/06\/27\/politics\/states-abortion-trigger-laws-roe-v-wade-supreme-court\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">process<\/a>&nbsp;of banning or heavily restricting&nbsp;<a href=\"https:\/\/www.vox.com\/abortion\" target=\"_blank\" rel=\"noreferrer noopener\">abortion<\/a>&nbsp;access, and these laws will hit hardest for low-income families and young, single, or Black parents, who are less able to travel to access abortion care. These states, mainly in the South and Midwest,&nbsp;<a href=\"https:\/\/www.commonwealthfund.org\/blog\/2022\/public-health-paradox-states-abortion-laws-maternal-child-health-outcomes\" target=\"_blank\" rel=\"noreferrer noopener\">already have<\/a>&nbsp;disproportionately bad maternal and child health outcomes, with higher rates of maternal death and low birth weight infants. To make matters worse, women denied an abortion end up at even higher&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-health-abortion-hardship\/denial-of-abortion-leads-to-economic-hardship-for-low-income-women-idUSKBN1F731Z\" target=\"_blank\" rel=\"noreferrer noopener\">risk of poverty<\/a>&nbsp;\u2014 and the&nbsp;<a href=\"https:\/\/reproductiverights.org\/maps\/abortion-laws-by-state\/\" target=\"_blank\" rel=\"noreferrer noopener\">abortion bans<\/a>&nbsp;are mostly in states with&nbsp;<a href=\"https:\/\/www.americanprogress.org\/article\/weak-safety-net-policies-exacerbate-regional-racial-inequality\/\" target=\"_blank\" rel=\"noreferrer noopener\">limited<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.propublica.org\/article\/the-cruel-failure-of-welfare-reform-in-the-southwest\" target=\"_blank\" rel=\"noreferrer noopener\">shrinking<\/a>&nbsp;social safety net programs.&#8221;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.vox.com\/future-perfect\/2023\/7\/9\/23786276\/foster-care-adoption-system-poverty-neglect-dobbs-abortion\">https:\/\/www.vox.com\/future-perfect\/2023\/7\/9\/23786276\/foster-care-adoption-system-poverty-neglect-dobbs-abortion<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8220;Raising children in the US on a low income is already incredibly difficult, and parents have limited support from social safety net programs.
