One day later, the&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/us-calls-azerbaijan-halt-karabakh-attack-russia-urges-return-ceasefire-2023-09-20\/\" target=\"_blank\" rel=\"noreferrer noopener\">breakaway government agreed to disarm and dissolve its military<\/a>. It was the second time in three years that Azerbaijan\u2019s government made decisive gains in a conflict with Nagorno-Karabakh.<\/p>\n\n\n\n<p>Now, many of those ethnic Armenians are fleeing the territory \u2014 50,000, according to authorities in Nagorno-Karabakh, although&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/more-than-half-armenians-nagorno-karabakh-have-left-2023-09-28\/\" target=\"_blank\" rel=\"noreferrer noopener\">some estimates are as high as 70,500<\/a>. The breakaway region\u2019s leaders&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/armenia-calls-un-mission-monitor-rights-nagorno-karabakh-2023-09-24\/\" target=\"_blank\" rel=\"noreferrer noopener\">told Reuters<\/a>&nbsp;that as many as 120,000 people \u2014 essentially the entire population of Nagorno-Karabakh \u2014 would leave, out of fear of ethnic cleansing by Azerbaijan\u2019s government after the region\u2019s de facto government capitulated to Azerbaijan last week.<\/p>\n\n\n\n<p>A member of Nagorno-Karabakh\u2019s former government, Ruben Vardanyan, has also been taken into custody by Azerbaijani border guards while trying to flee to Armenia,&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/27\/azerbaijan-arrests-former-top-karabakh-minister-as-exodus-tops-50000\" target=\"_blank\" rel=\"noreferrer noopener\">Al Jazeera<\/a>&nbsp;reported Thursday.&nbsp;<a href=\"https:\/\/www.armenpress.am\/eng\/news\/1120700\/\" target=\"_blank\" rel=\"noreferrer noopener\">Armenian outlets<\/a>&nbsp;have reported that David Babayan, an adviser to the region\u2019s former president, has also turned himself in to authorities.<\/p>\n\n\n\n<p>While tensions obviously remain high, and much of what\u2019s happening on the ground is unclear, it does appearthe \u201canti-terror\u201d strike willdissolve the territory altogether.
