Instead, we could eliminate shutdowns altogether using something called an&nbsp;<a href=\"https:\/\/fas.org\/sgp\/crs\/misc\/R41948.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">automatic CR<\/a>.<\/p>\n\n\n\n<p>Usually, when the federal government shuts down or ison the verge of shutting down, the issue is resolved in the short term by passing a \u201ccontinuing resolution\u201d (or CR): a bill saying, basically, that the government should stay the course and keep spending what it\u2019s been spending, maybe give or take a few minor tweaks.
