Ever since,cities and states have struggled to comply with it,crafting convoluted policies&nbsp;<a href=\"https:\/\/www.opb.org\/article\/2023\/06\/07\/portland-oregon-approves-ban-daytime-street-camping-homeless\/\" target=\"_blank\" rel=\"noreferrer noopener\">like a new camping ban in Portland, Oregon<\/a>&nbsp;that prohibits homeless camping during the hours of 8 am to 8 pm.<\/p>\n\n\n\n<p>As municipal backlash to&nbsp;<em>Martin&nbsp;<\/em>grew, so has the nation\u2019s homelessness crisis, especially in the nine Western states under the Ninth Circuit\u2019s jurisdiction, where some 42 percent of the country\u2019s&nbsp;<a href=\"https:\/\/www.huduser.gov\/portal\/sites\/default\/files\/pdf\/2022-ahar-part-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">homeless population<\/a>&nbsp;now lives.<\/p>\n\n\n\n<p>The Supreme Court declined to hear&nbsp;<em>Martin&nbsp;<\/em>in 2019.
