Nonmedical users turned to black-market alternatives that were more dangerous because their potency was highly variable and unpredictable\u2014a hazard that was compounded by the emergence of illicit fentanyl as a heroin booster and substitute. The fallout from the reformulation of OxyContin is one example of a&nbsp;<a href=\"https:\/\/reason.com\/2023\/09\/28\/ban-teenagers-from-social-media-vivek-ramaswamy-says-because-fentanyl\/\" target=\"_blank\" rel=\"noreferrer noopener\">broader tendency<\/a>: Interventions aimed at reducing the harm caused by substance abuse frequently have&nbsp;<a href=\"https:\/\/reason.com\/2023\/07\/19\/methanol-tainted-liquor-and-xylazine-tainted-fentanyl-illustrate-the-same-prohibitionist-peril\/\" target=\"_blank\" rel=\"noreferrer noopener\">the opposite effect<\/a>.<\/p>\n\n\n\n<p>From 1988 to 2010, Powell&nbsp;<a href=\"https:\/\/read.dukeupress.edu\/demography\/article\/doi\/10.1215\/00703370-11077660\/383964\/Growth-in-Suicide-Rates-Among-Children-During-the\" target=\"_blank\" rel=\"noreferrer noopener\">notes<\/a>&nbsp;in the journal&nbsp;<em>Demography<\/em>, the suicide rate among 10-to-17-year-olds fell by 36 percent.
