Though much of the population has been displaced to southern Gaza, there are still thousands of civilians in the area, and they have not had adequate aid distribution in around two months, Jeremy Konyndyk, the president of&nbsp;<a href=\"https:\/\/www.refugeesinternational.org\/statements-and-news\/statement-on-mass-killing-at-gaza-aid-distribution\/\" target=\"_blank\" rel=\"noreferrer noopener\">Refugees International<\/a>, told Vox.<\/p>\n\n\n\n<p>\u201cThe biggest obstacle has simply been that the Israeli government has, for the most part, denied aid groups access to that part of the territory,\u201d he told Vox.<\/p>\n\n\n\n<p>The UN organization that is usually in charge of distributing aid to Palestine, UNRWA, cannot operate in the area for safety reasons. And&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/middle-east\/dozens-killed-gaza-aid-queue-overall-death-toll-passes-30000-2024-02-29\/\" target=\"_blank\" rel=\"noreferrer noopener\">aid workers have said<\/a>&nbsp;they\u2019ve found trying to work with Israel to get aid into Gaza all but impossible.<\/p>\n\n\n\n<p>After a UNRWA and World Food Program aid convoy \u201ccoordinated with the Israelis,\u201d according to Konyndyk, it was&nbsp;<a href=\"https:\/\/www.cnn.com\/2024\/02\/21\/middleeast\/un-food-convoy-gaza-israel-strike-cmd-intl\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">fired upon by Israeli troops<\/a>. \u201cThere\u2019s no confidence amongst professional humanitarians that they can actually have safe access into the north and that they won\u2019t be targeted.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.vox.com\/world-politics\/2024\/1\/31\/24056333\/unrwa-explained-israel-gaza-funding\" target=\"_blank\" rel=\"noreferrer noopener\">Israel has also accused UNRWA<\/a>&nbsp;of being in league with Hamas, and that accusation led many countries, including the US, to pause financial contributions to the organization. Aid distribution is challenging and requires significant coordination; without that, it\u2019s easy for a situation in which people are starving and under significant duress to spiral out of control and turn violent.<\/p>\n\n\n\n<p>Such&nbsp;<a href=\"https:\/\/www.csis.org\/analysis\/amb-david-satterfield-humanitarian-aid-gaza\" target=\"_blank\" rel=\"noreferrer noopener\">infrastructure once existed in Gaza<\/a>&nbsp;\u2014 via UNRWA and with the cooperation of Hamas civilian police \u2014 but that has been devastated by Israeli assaults and, in the case of UNRWA, an effort to undermine the organization.<\/p>\n\n\n\n<p>\u201cThe best way to get humanitarian aid into Gaza is to stop the fighting,\u201d Brian Finucane, senior adviser in the US policy program at the International Crisis Group, told Vox in an interview. \u201cBased on reports today, in recent weeks, the breakdown of any sort of order in Gaza is even complicating that further and that Israel itself is contributing [to] that in no small part, including by&nbsp;<a href=\"https:\/\/www.axios.com\/2024\/02\/24\/gaza-humanitarian-aid-israel-hamas-police-biden\" target=\"_blank\" rel=\"noreferrer noopener\">targeting the police inside Gaza<\/a>.\u201d<\/p>\n\n\n\n<p>Hagari said during the press conference that a private contractor was coordinating the aid distribution, although he did not name the contractor. Vox reached out to the IDF and to Israel\u2019s Coordinator of Government Activities in the Territories (COGAT) for more information but did not receive a response by press time.<\/p>\n\n\n\n<p>As part of potential ceasefire negotiations, the US is pushing for increased humanitarian access in Gaza, but so far has not backed up that rhetoric with meaningful action like pausing the flow of weapons to Israel or proposing a ceasefire resolution in the UN Security Council.
