Wade<\/em><\/a>, the repeal of the&nbsp;<a href=\"https:\/\/www.vox.com\/obamacare\" target=\"_blank\" rel=\"noreferrer noopener\">Affordable Care Act<\/a>, and enormous corporate tax cuts.<\/p>\n\n\n\n<p>And voters considered him the&nbsp;<a href=\"https:\/\/www.vox.com\/policy-and-politics\/2017\/7\/11\/15941846\/trump-moderate-republican\" target=\"_blank\" rel=\"noreferrer noopener\">most \u201cmoderate\u201d Republican candidate<\/a>&nbsp;in more than four decades.<\/p>\n\n\n\n<p>To the extent this perception had any basis in reality, it reflected Trump\u2019s genuine moderation on one highly salient issue: Unlike many of his GOP predecessors, the mogul<a href=\"https:\/\/www.washingtonpost.com\/news\/post-politics\/wp\/2016\/10\/20\/trump-clinton-answers-on-social-security-were-victories-for-the-left\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;emphatically opposed<\/a>&nbsp;any cuts to Medicare and Social Security. This likely made it a bit easier for ideologically conflicted older Rust Belt voters to pull the lever for a Republican.<\/p>\n\n\n\n<p>As president, Trump never pursued large cuts to Medicare or Social Security benefits and implored his party to avoid them&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2023\/01\/20\/trump-gop-medicare-social-security-debt-ceiling-00078731\" target=\"_blank\" rel=\"noreferrer noopener\">during the debt ceiling fight last year<\/a>.<\/p>\n\n\n\n<p>Since the days of FDR, Democrats have profited from their reputation as the more stalwart guardians of entitlement benefits. Trump\u2019s triangulation threatens to nullify that critical source of partisan advantage. President&nbsp;<a href=\"https:\/\/www.vox.com\/joe-biden\" target=\"_blank\" rel=\"noreferrer noopener\">Joe Biden<\/a>&nbsp;has therefore sought to portray Trump\u2019s avowed support for Social Security and Medicare as fraudulent. And on Monday, the presumptive GOP nominee bolstered the president\u2019s case.<\/p>\n\n\n\n<p>In an&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-floats-cutting-retirement-spending-drawing-quick-pushback-biden-rcna142776\" target=\"_blank\" rel=\"noreferrer noopener\">interview with CNBC,<\/a>&nbsp;Trump said that he was open to cutting entitlement spending. Then, his campaign said that he wasn\u2019t.<\/p>\n\n\n\n<p>Trump\u2019s reflections on public policy tend to bear only a loose resemblance to coherent thoughts. And his remarks about entitlements on CNBC Monday were no exception. In that exchange, anchor Joe Kernen told Trump that \u201csomething has to be done\u201d about entitlement costs, then asked if the former president had changed his mind about cutting \u201cSocial Security, Medicare, [and] Medicaid\u201d in light of the rising&nbsp;<a href=\"https:\/\/www.vox.com\/2023\/5\/9\/23715753\/debt-ceiling-limit-default-deal-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">national debt<\/a>.<\/p>\n\n\n\n<p>Trump replied:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>So first of all, there is a lot you can do in terms of entitlements, in terms of cutting, and in terms of, also, the theft and the bad management of entitlements \u2014 tremendous bad management of entitlements. There\u2019s tremendous amounts of things and numbers of things you can do. Trump plainly stated that there was a lot that the government could do \u201cin terms of cutting\u201d entitlements and \u201calso\u201d in terms of combating \u201ctheft and bad management of entitlements.\u201d What precisely the former president is referring to when he alleges that Social Security, Medicare, and Medicaid are rife with theft, bad management, and waste is unclear. And neither he nor his campaign has produced any actual evidence of such improprieties.<\/p>\n\n\n\n<p>This said, it\u2019s also true that, by the end of his answer, Trump was evincing disagreement with Kernen\u2019s statement that entitlements needed to be cut. So, one could reasonably argue that, as with so many of Trump\u2019s statements, his musings on entitlement reform were too suffused with internal contradictions and baseless demagogy to have any concrete meaning.<\/p>\n\n\n\n<p>Yet Trump\u2019s gaffe is not the only reason for voters to fear that a Republican victory in November could lead to leaner Social Security benefits.<\/p>\n\n\n\n<p>For one thing, Trump spent his&nbsp;<a href=\"https:\/\/www.cbpp.org\/research\/federal-budget\/trumps-2021-budget-would-cut-16-trillion-from-low-income-programs#:~:text=Its%20%E2%80%9Callowance%20for%20the%20President's,to%20come%20from%20other%20ACA\" target=\"_blank\" rel=\"noreferrer noopener\">entire presidency<\/a><a href=\"https:\/\/www.nytimes.com\/2017\/05\/22\/us\/politics\/trump-budget-cuts.html\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;trying to cut Medicaid<\/a>, an entitlement program that provides not only health insurance for low-income Americans, but also long-term care for older voters. And he has tried to&nbsp;<a href=\"https:\/\/www.politifact.com\/truth-o-meter\/promises\/trumpometer\/promise\/1349\/make-no-cuts-social-security\/\" target=\"_blank\" rel=\"noreferrer noopener\">cut Social Security benefits<\/a>&nbsp;for disabled and low-income people.<\/p>\n\n\n\n<p>For another, the GOP\u2019s avowed fiscal commitments cannot be reconciled with preserving Medicare and Social Security in their present forms. Congressional Republicans are committed to&nbsp;<a href=\"https:\/\/nymag.com\/intelligencer\/2023\/11\/trump-has-a-plan-for-massively-increasing-inflation.html\" target=\"_blank\" rel=\"noreferrer noopener\">enacting trillions of dollars<\/a>&nbsp;worth of new tax cuts, perennially increasing defense spending,&nbsp;<em>and<\/em>&nbsp;balancing the federal budget.
