The current crisis is not just a security one but a political one as well.\u201d&#8217;<br>&#8230;<br>&#8220;Armed groups have been intimately connected with Haitian politics since the mid-20th century, when Fran\u00e7ois \u201cPapa Doc\u201d Duvalier established the&nbsp;<a href=\"https:\/\/www.britannica.com\/place\/Haiti\/Government-and-society#ref726757\" target=\"_blank\" rel=\"noreferrer noopener\">Tontons Macoutes<\/a>&nbsp;to terrorize perceived enemies of his regime.
