We only need to look back two years, to fiscal 2022, to find the last time CRs stretched into March, and back to fiscal 2017 for an even longer impasse, which wasn\u2019t resolved until early May.<\/p>\n\n\n\n<p>This means Congress may spend half of each year struggling to complete its most basic responsibility of funding the government, at the expense of other legislative priorities. And even though passing CRs staves off government shutdowns, operating under short-term funding has&nbsp;<a href=\"https:\/\/www.gao.gov\/products\/gao-18-368t\" target=\"_blank\" rel=\"noreferrer noopener\">costly, wide-ranging impacts on federal operations<\/a>. Funding uncertainty makes it difficult for agencies to plan and budget effectively, often forcing them to delay major projects \u2014 an&nbsp;<a href=\"https:\/\/www.defensenews.com\/congress\/2023\/11\/16\/congress-passes-stopgap-funding-bill-hampering-pentagon-initiatives\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue of particular concern<\/a>&nbsp;when it comes to&nbsp;<a href=\"https:\/\/www.gao.gov\/assets\/gao-21-541.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">military readiness<\/a>.&#8221;<\/p>\n\n\n\n<p>&#8230;<\/p>\n\n\n\n<p>&#8220;Strikingly, this year\u2019s funding bill not only passed with fewer Republican than Democratic votes, but also with more than half of the Republican caucus voting&nbsp;<em>against<\/em>&nbsp;it (breaking the informal \u201c<a href=\"https:\/\/www.congressionalinstitute.org\/2013\/07\/17\/the-hastert-rule\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hastert rule<\/a>\u201d of House majority leadership).
