The rules for refugee admissions were established by Congress, including in the&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/96th-congress\/senate-bill\/643\" target=\"_blank\" rel=\"noreferrer noopener\">1980 Refugee Act<\/a>, but also via legislation directly following World War II. Therefore, any effort to formally end the refugee program would take an act of Congress. However, the president has lots of authority over refugee admissions \u2014 and Trump exercised that authority during his first term.<\/p>\n\n\n\n<p>It is up to the president to decide how many refugees will be allowed to enter the US in any given year, and&nbsp;<a href=\"https:\/\/www.americanimmigrationcouncil.org\/research\/overview-us-refugee-law-and-policy\" target=\"_blank\" rel=\"noreferrer noopener\">Trump significantly lowered the cap on refugee admissions<\/a>&nbsp;during his first term.
