Refugee Agency, the projected number of displaced Venezuelans\u2014<a href=\"https:\/\/www.unhcr.org\/news\/press\/2019\/11\/5dcbd7284\/us135-billion-needed-help-venezuelan-refugees-migrants-host-countries.html\" target=\"_blank\" rel=\"noreferrer noopener\">6.5 million people<\/a>, or as much as 19 percent of the country&#8217;s total population according to another&nbsp;<a href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/venezuela\/article233947387.html\" target=\"_blank\" rel=\"noreferrer noopener\">estimate<\/a>\u2014could soon surpass that of Syria, where civil war has unleashed a humanitarian calamity.&nbsp;<\/p>\n\n\n\n<p>As I wrote when I visited the Colombian border city of C\u00facuta, an uninformed observer&nbsp;<a href=\"http:\/\/ifreetrade.org\/article\/from_venezuela_to_colombia_a_journey_towards_economic_freedom\" target=\"_blank\" rel=\"noreferrer noopener\">might think<\/a>&nbsp;that the hundreds of Venezuelan evacuees sleeping in parks or pedestrian roundabouts were escaping war or natural disaster.
