A party subject to an injunction, in other words, can be squeezed so hard by court sanctions that they have no choice but to change their behavior.<\/p>\n\n\n\n<p>Consider the case of Eric Garner, who was&nbsp;<a href=\"https:\/\/archive.thinkprogress.org\/how-the-supreme-court-helped-make-it-possible-for-police-to-kill-by-chokehold-d9f17a773190\/\" target=\"_blank\" rel=\"noreferrer noopener\">killed by a New York police officer\u2019s chokehold<\/a>&nbsp;in 2014. Although the NYPD had a formal policy barring chokeholds, it was frequently unenforced. The city\u2019s Civilian Complaint Review Board&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/new-york-police-department-chokehold-complaints-are-increasing-1412724949\" target=\"_blank\" rel=\"noreferrer noopener\">received 219 chokehold complaints<\/a>&nbsp;against NYPD officers in just one year.<\/p>\n\n\n\n<p>If one of the victims of those chokeholds had obtained an injunction against the NYPD, then a court could have imposed strict sanctions on the city until police chokeholds ceased.
