The Trump administration&#8217;s tax cuts, while well-intentioned, also added to the budget deficit because&nbsp;<a href=\"https:\/\/reason.com\/2019\/10\/08\/trumps-nearly-1-trillion-deficit-is-worse-than-a-broken-promise\/\" target=\"_blank\" rel=\"noreferrer noopener\">they were not offset by spending cuts<\/a>. It&#8217;s true that Trump inherited a budgetary mess, but he (and the Republicans who controlled Congress during most of his tenure) have&nbsp;<a href=\"https:\/\/reason.com\/2020\/01\/31\/trump-has-fully-embraced-the-idea-that-deficits-dont-matter\/\" target=\"_blank\" rel=\"noreferrer noopener\">undoubtedly made the mess worse<\/a>.&#8221;&nbsp;<br>&#8230;<br>&#8220;the main driver of America&#8217;s debt problem is the federal entitlement programs\u2014Social Security, Medicare, and Medicaid\u2014which account for&nbsp;<a href=\"https:\/\/www.cbpp.org\/research\/federal-budget\/policy-basics-where-do-our-federal-tax-dollars-go\" target=\"_blank\" rel=\"noreferrer noopener\">about half<\/a>&nbsp;of all federal spending. In&nbsp;<a href=\"https:\/\/www.cbo.gov\/publication\/56523\" target=\"_blank\" rel=\"noreferrer noopener\">a separate report<\/a>&nbsp;also released Wednesday, the CBO projected that the federal trust for those entitlement programs will fall by $43 billion in the current fiscal year. The economic downturn caused by the coronavirus pandemic has caused payroll taxes, which fund entitlement programs, to decline.
