It\u2019s not clear whether this was necessary, since Manchin&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/manchin-open-biden-s-human-infrastructure-plans-undoing-some-trump-n1272057\" target=\"_blank\" rel=\"noreferrer noopener\">had already started speaking positively<\/a>&nbsp;about the reconciliation effort. It also may be a bluff \u2014 if the reconciliation effort does fall apart, would Pelosi and House Democrats really choose doing nothing over settling for whatever got through the Senate?
