Biden has said many times that he does not want war between the US and Russia, and he&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/03\/28\/world\/europe\/biden-putin-russia-ukraine.html\" target=\"_blank\" rel=\"noreferrer noopener\">reiterated that Monday<\/a>, but the question is whether Putin understands that.&#8221;<\/p>\n\n\n\n<p>&#8230;<br>&#8220;More extensive clean-up from Biden personally ensued&nbsp;<a href=\"https:\/\/www.nytimes.com\/live\/2022\/03\/28\/world\/ukraine-russia-war?partner=slack&amp;smid=sl-share#biden-putin-russia-ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">when the president spoke<\/a>&nbsp;to reporters at the budget event Monday. He said:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;I was expressing the moral outrage I felt toward the way Putin is dealing, and the actions of this man \u2014 just \u2014 just the brutality of it. Half the children in Ukraine. I had just come from being with those families&#8230;<\/p><p>&#8230; I want to make it clear: I wasn\u2019t then, nor am I now, articulating a policy change. I was expressing the moral outrage that I feel, and I make no apologies for it.&#8221;<\/p><\/blockquote>\n\n\n\n<p>The president went on to clarify that these were his \u201cpersonal feelings,\u201d not policy, adding:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;He shouldn\u2019t remain in power. Just like, you know, bad people shouldn\u2019t continue to do bad things. The only war that\u2019s worse than one intended is one that\u2019s unintended. The last thing I want to do is engage in a land war or a nuclear war with Russia. That\u2019s not part of it.<\/p><p>I was expressing my outrage at the behavior of this man. It\u2019s outrageous. It\u2019s outrageous. And it\u2019s more an aspiration than anything. He shouldn\u2019t be in power. People like this shouldn\u2019t be ruling countries, but they do.
