Those offenses include murder; first-degree kidnapping, rape, and sodomy; sexual torture; first-degree domestic violence, human trafficking, burglary, arson, and robbery; terrorism; and child abuse.&#8221;<br>&#8230;<br>&#8220;the debate has become increasingly politicized.
