In his brief time on the bench \u2014 Trump appointed Kacsmaryk in 2019 \u2014 he has shown an extraordinary willingness to&nbsp;<a href=\"https:\/\/www.vox.com\/2022\/4\/26\/23042653\/supreme-court-remain-in-mexico-trump-biden-texas-immigration-border-asylum\" target=\"_blank\" rel=\"noreferrer noopener\">interpret the law creatively to benefit right-wing causes<\/a>.<\/p>\n\n\n\n<p>This behavior is enabled, moreover, by the procedural rules that frequently enable federal plaintiffs in Texas to choose which judge will hear their case \u2014 95 percent of civil cases filed in Amarillo, Texas\u2019s federal courthouse are&nbsp;<a href=\"https:\/\/www.supremecourt.gov\/DocketPDF\/22\/22A17\/230032\/20220713161446965_22A17%20tsac%20Stephen%20I.%20Vladeck.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">automatically assigned to Kacsmaryk<\/a>.
