Companies making crucial parts for the vaccine have credited Warp Speed\u2019s special authorizations with getting their&nbsp;<a href=\"https:\/\/www.statnews.com\/2020\/09\/28\/operation-warp-speed-vast-military-involvement\/\" target=\"_blank\" rel=\"noreferrer noopener\">power turned back on in minutes after an outage&nbsp;<\/a>and convincing vendors to cut their production times from 75 days to 7.&nbsp;<a href=\"https:\/\/www.piie.com\/blogs\/trade-and-investment-policy-watch\/heres-how-get-billions-covid-19-vaccine-doses-world\" target=\"_blank\" rel=\"noreferrer noopener\">Negotiated partnerships for every part of the supply chain<\/a>&nbsp;\u2014 from glass vials to syringes to packaging for shipping \u2014 enabled a rapid rollout. Even the Defense Department&nbsp;<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/2452585\/operation-warp-speed-goes-on-offense-against-covid-19\/\" target=\"_blank\" rel=\"noreferrer noopener\">got involved<\/a>&nbsp;in logistics, flying equipment and vaccines from place to place.&#8221;<br>&#8230;<br>&#8220;Immunologist Moncef Slaoui, who headed Warp Speed under the Trump administration,<a href=\"https:\/\/www.usatoday.com\/in-depth\/news\/health\/2020\/12\/01\/operation-warp-speeds-moncef-slaoui-guided-covid-19-vaccine-creation\/6375043002\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;spent years before<\/a>&nbsp;the pandemic advocating for a simple, cheap measure that would have made it possible to develop vaccines even faster: maintaining idle capacity so the country can respond to emergencies.<br><\/p>\n\n\n\n<p>As he told&nbsp;<a href=\"https:\/\/www.science.org\/content\/article\/proud-vaccine-success-warp-speed-s-ex-science-head-talks-politics-presidents-and-future\" target=\"_blank\" rel=\"noreferrer noopener\">Science in a 2021 interview<\/a>:<em>\u201cThe whole concept\u2014after we went through the flu pandemic, the Ebola outbreak, the Zika outbreak\u2014was to say, \u201cListen, the problem is always the same, which is there are no manufacturing facilities sitting there idle, waiting to be used. Even if we had one, we would have trouble because we would have to stop manufacturing other vaccines, which are essential for saving people\u2019s life. So we thought, \u201cWhy don\u2019t we take a dedicated facility and have them work on discovering vaccines against known potential outbreak agents, one after the other?\u201d They would become incredibly skilled and trained at going fast, discovering vaccines.
