Property taxes incentivize people to sit on land and not use it because if they develop it, they will have to pay higher taxes. Land value taxes incentivize people to actually use the land because the tax is the same either way, and, they can better make up the cost of the land value tax if they use it productively or sell it to someone who will.
Land is hard to value, but it should be doable with modern techniques.
This should lower taxes on single family residential homes, while greatly increasing it on vacant land.
