Democrats’ infrastructure gamble actually seems like it could be working

“Biden’s statements on the legislation were crucial to advancing it. When the president met with lawmakers in June, he pledged that he wouldn’t push to include any physical infrastructure funding in Democrats’ reconciliation bill that wasn’t included in the bipartisan one.

As Politico’s Burgess Everett and Marianne LeVine reported, that position helped assuage some of the Republican senators’ concerns that Democrats would agree to whatever cuts were needed to gain GOP support before later passing everything that was cut using the reconciliation process, which requires only a Senate majority. Taking Biden at his word that what was cut from the bill was gone forever allowed many Republicans to give the bipartisan bill their support, according to Sen. Mitt Romney (R-UT).”

Senate Republicans and Democrats Agree To Double Amtrak’s Funding

“An influx of additional funding would allow Amtrak to eliminate this backlog and pave the way for faster, more frequent service, passenger rail proponents argue. “There’s so much we can do, and it’s the biggest bang for the buck we can expend,” said Biden about increasing Amtrak funding back in April.

Nevertheless, one of the reasons that Amtrak’s maintenance backlog is so big in dollar terms is that it’s incredibly inefficient at spending the money it does get.

At current costs, Amtrak needs to spend $90 million per mile “merely to keep the same service as exists today,” wrote the Manhattan Institute’s Connor Harris in an April New York Post column. “For comparison, in countries such as France and Spain, less than half that cost per mile would cover a brand-new high-speed rail line good for speeds of more than 200 miles per hour.”

Getting Amtrak’s costs down to European levels would allow it to fix a lot more of its infrastructure for a lot less money. Lawmakers of both parties instead appear set on simply shoveling more taxpayer money at the inefficient agency.”

How Democrats are ‘unilaterally disarming’ in the redistricting wars

“Yet what happened this spring in Oregon is just one example, though perhaps the most extreme one, of a larger trend vexing Democratic strategists and lawmakers focused on maximizing the party’s gains in redistricting. In key states over the past decade, Democrats have gained control of state legislatures and governorships that have long been in charge of drawing new maps — only to cede that authority, often to independent commissions tasked with drawing political boundaries free of partisan interference.

Supporters of these initiatives say it’s good governance to bar politicians from drawing districts for themselves and their party. But exasperated Democrats counter that it has left them hamstrung in the battle to hold the House, by diluting or negating their ability to gerrymander in the way Republicans plan to do in many red states. And with the House so closely divided, Democrats will need every last advantage to cling to their majority in 2022.”

Republicans Really, Really Dislike Biden. But It’s Not Just About Him.

“Members from the other party were once more willing to give a new president some benefit of the doubt early on — or at least, their opposition was not quite so baked in, as the figures for both Bush and Barack Obama suggest. What’s more, there hasn’t been a corresponding change in how strongly the president’s own party feels about him. Members of the president’s party overwhelmingly support him, but there hasn’t been an uptick in those who say they strongly approve of him.

This lack of crossover support for presidents in their first term in office points toward one of the most animating forces in American politics today: Increased disdain and hatred of one’s political opponents, known as “negative partisanship.” As the chart below shows, opinions about the other party have become far more unfavorable since the late 1970s.”

There are two kinds of GOP attacks on democracy — and one is much worse

“Broadly speaking, there are two kinds of voter suppression laws. Many provisions currently being pushed by Republican state lawmakers make it harder to cast a ballot in a certain way — such as by mailing in the ballot or placing it in a drop box. Or they place unnecessary procedural obstacles in the way of voters. These provisions often serve no purpose other than to make it more difficult to vote, but they also are not insurmountable obstacles.

Other provisions are more virulent. They might disqualify voters for no valid reason. Or allow partisan officials to refuse to certify an election, even if there are no legitimate questions about who won. Or make it so difficult for some voters, who are likely to vote for the party that is out of power, to cast their ballot that it’s nigh impossible for the incumbent party to lose.”

“the most common kind of law that seeks to make the results of an election impervious to the will of the voters: gerrymandering. The Census Bureau expects to provide states with the data they need to draw new congressional and state legislative districts this fall. Once that data is available, states like Georgia and Texas are likely to draw maps that seek to entrench Republican rule as much as possible. (Democrats also engage in gerrymandering, but blue states are more likely to use independent commissions to draw district lines, or to have other safeguards that limit partisan redistricting.)

Gerrymanders can potentially make the fight to control a legislative body all but impervious to the will of the voters. In 2018, for example, Democratic candidates for the Wisconsin state assembly received 54 percent of the popular vote, but Republicans won nearly two-thirds of the seats.”

GOP crushes Manchin’s hopes for elections compromise

“Senate Republicans spent months praising Joe Manchin for his insistence on cross-party compromise. Next week they will almost surely end his hopes for a bipartisan deal on elections.

Senate Minority Leader Mitch McConnell said he believed all 50 Republicans would oppose Sen. Manchin’s (D-W.Va.) slimmed-down elections compromise, which focuses on expanding early voting and ending partisan gerrymandering in federal elections. And it’s not clear there’s a single Republican vote to even begin debate on the matter, potentially dooming Manchin’s proposals before they can even make it into the bill.”

Progressive groups are “fed up” with Biden’s infrastructure playbook

“The White House has already cut its initial $2.25 trillion infrastructure proposal by more than $1 trillion, and proposed significant changes to the taxation plan to pay for the infrastructure plan.
The GOP group, meanwhile, has added less than $100 billion in new spending to its initial proposal. The latest Republican plan totals $928 billion but is proposing just $257 billion in new spending, and repurposing the rest of the infrastructure money from unused American Rescue Plan funds.”

“Still, progressive groups are telegraphing their disappointment, especially after the Senate GOP filibustered a bill for a commission to investigate the January 6 insurrection on Capitol Hill — a violent event led by supporters of President Donald Trump targeting lawmakers of both parties.

“It’s hard to argue Republicans are good faith negotiations when they couldn’t pass that.” Maurice Mitchell, national director of the Working Families Party, told Vox of the commission bill. “Democrats are attempting to govern, and Republicans have their eyes on 2022 and 2024 and are seeking to get back into power.””

How Republicans Lost Interest in Fighting Big Spending

“The party has changed and would much rather talk about the border than the budget, and cancellations than Congressional Budget Office scores. Of course, no Republicans will vote for Biden’s proposals and all will strenuously object, but that his plans won’t engender the fierce reaction they would have 10 years ago is yet another way in which the Overton window has shifted on deficit spending.

What happened to the GOP? The short answer is Donald Trump.

Beginning in the 2016 primaries, he demonstrated in vivid fashion that as the GOP coalition had become older and more working class, it didn’t care as much about spending restraint or entitlement reform as the party’s leaders had presumed.”

State-level Republicans are making it easier to run over protesters

“In the wake of last year’s Black Lives Matter protests, Republican lawmakers are advancing a a number of new anti-protest measures at the state level — including multiple bills that specifically make it easier for drivers to run down protesters.

The most recent example of such a law came Wednesday, when Oklahoma Gov. Kevin Stitt signed a new law that effectively allows drivers to hit people with a car in a specific set of circumstances.

Under the new law, an Oklahoma driver will no longer be liable for striking — or even killing — a person if the driver is “fleeing from a riot … under a reasonable belief that fleeing was necessary to protect the motor vehicle operator from serious injury or death.”

The measure also creates new penalties for protesters who obstruct streets or vehicle traffic, including hefty fines of up to $5,000 and as much as a year in jail.”

“If the recent spate of anti-protest measures in Florida, Iowa, and Oklahoma is disturbing on its face, however, context does little to make it better. There is a specific history in the US of the far right using cars as weapons, and it’s not hard to see how bills like the one that is now law in Oklahoma might only make things worse.

The most notable example is from August 2017: Heyer, 32, was struck and killed and at least 19 others were injured when neo-Nazi James Alex Fields Jr. rammed a crowd of counterprotesters in Charlottesville. Fields has since been sentenced to life in prison.

But it’s more than that single incident. According to Ari Weil, the deputy research director for the Chicago Project on Security and Threats, there were at least 72 incidents of cars driving into protesters over a relatively short span in 2020, from May 27 through July 7.

Examples aren’t hard to find. There’s even a Wikipedia page specifically dedicated to “vehicle-ramming incidents during George Floyd protests.” And as Weil explained in an interview with Vox’s Alex Ward last year, “there’s an online environment that for years has been celebrating and encouraging these types of horrendous attacks.”

“What’s particularly worrisome is where those memes spread,” Weil told Vox. “I know of at least four cases where law enforcement officers were sharing these in Facebook groups. [Fields] shared these memes twice in two months before his attack, and other planners of the Unite the Right rally shared these, too.””

“Even more concerning, it’s not always just random people driving through protests. In several cases, police have also used their cars as weapons against protesters. In Detroit last June, an officer drove his police SUV through a crowd, sending protesters flying; two New York police officers did likewise at a Black Lives Matter protest in May 2020.”
