GOP crushes Manchin’s hopes for elections compromise

“Senate Republicans spent months praising Joe Manchin for his insistence on cross-party compromise. Next week they will almost surely end his hopes for a bipartisan deal on elections.

Senate Minority Leader Mitch McConnell said he believed all 50 Republicans would oppose Sen. Manchin’s (D-W.Va.) slimmed-down elections compromise, which focuses on expanding early voting and ending partisan gerrymandering in federal elections. And it’s not clear there’s a single Republican vote to even begin debate on the matter, potentially dooming Manchin’s proposals before they can even make it into the bill.”

How Congress wrecked its own science bill, explained in 600 words

“Earlier this year, it looked like Congress would do the unthinkable: pass a truly big, bipartisan bill. The legislation, known as the Endless Frontier Act, would provide a huge funding boost to American science research — framed as a way to compete with China. In the Senate, Senate Majority Leader Chuck Schumer and Sen. Todd Young (R-IN) led the charge, and it looked like the bill would pass with support from both parties.
But in the past few months, two things happened: As the legislation worked through the Senate process, it was watered down, reducing how much new funding would go to research. Then last week, a vote on the bill was delayed, as Republicans threatened to kill the legislation altogether.

To put it another way: A bill meant to show the US could own China instead proved how dysfunctional the American political system is.”

Democrats barely passed a bill to increase security at the US Capitol

“A $1.9 billion emergency funding bill to boost security at the US Capitol in the wake of the January 6 insurrection barely passed the House on Thursday. The measure, which would also provide additional personal security for lawmakers facing an intensifying wave of threats and harassment in Washington and their home districts, received no Republican support, and exposed fissures within the Democratic Party over the issue of increasing funding for any police force.

The bill ultimately passed on Thursday, following last-minute negotiations led by House Speaker Nancy Pelosi, with 213 votes for the bill and 212 against.

Every voting Republican voted no on the bill, claiming that it cost too much money and that there was no guarantee the funding would be properly spent enhancing security. Those votes followed recent statements from Republicans that downplayed or outright fabricated facts about the violence that transpired at the Capitol on January 6.

More strikingly, Democrats were not unified among themselves. Left-wing members of the House, including the members of the so-called Squad, broke from the party out of what could be described as a defund-the-police rationale.”

Why Joe Manchin Is So Willing And Able To Block His Party’s Goals

“Because voters increasingly back the same party in congressional and presidential races, only six of the 100 currently serving senators are from a different party than the one their state backed in the 2020 presidential election.1 Even among that group, Manchin stands apart. Hillary Clinton and Biden were completely trounced by Donald Trump in West Virginia in 2016 (42 percentage points) and 2020 (39 points), respectively. But in 2018, Manchin won in West Virginia (by 3 points) despite an aggressive GOP effort to defeat him.

In fact, considering the extreme GOP lean in West Virginia, Manchin’s 2012 and 2018 victories are two of the most impressive wins of any American politician in the 21st century.”

“However he is doing it, though, Manchin’s winning a very red state gives him incredible power. He is a lifelong Democrat and seems committed to the party. But he doesn’t really owe Biden, his fellow Senate Democrats or the formal Democratic Party much of anything — his political brand is really separate from theirs.”

“it’s not clear that Manchin’s behavior is totally, or even mostly, electorally driven. First, we’re not positive that Manchin will run again. The West Virginian will be 74 in August. So, if he seeks another term — he’s up for reelection in 2024 — he would essentially be planning to remain in the Senate until he is 83.”

“even if Manchin is running and thinks he can win, it’s not totally clear that his moves right now to limit Biden’s agenda are that electorally helpful. Manchin no doubt benefits electorally from keeping some distance from the Democratic Party. At the same time, can Manchin really earn a lot of votes by pushing Democrats to offer people $300 a week in federal unemployment benefits instead of $400, as he did during the stimulus negotiations? Will West Virginia swing voters in 2024 remember and appreciate that Manchin wouldn’t go along with Biden’s nominee to run OMB? On both questions the answer is probably not. In fact, on the most-high-profile issues (the stimulus package, Trump’s impeachments), Manchin tends to vote with his party.”

” the West Virginia senator seems to sincerely disagree with the dominant view among Democrats that the GOP is totally unwilling to work with Democrats when a Democratic president is in office. Manchin argues that there is real potential for bills pushed by Biden and Democrats to get support from at least a few GOP lawmakers if Democrats really try to work with the GOP. He is balking at changing the filibuster rules in part because he thinks that bipartisanship is possible but neither party is trying hard enough.”

“The evidence is considerable that the overwhelming majority of Republicans on Capitol Hill aren’t going to support any major policy initiatives backed by a Democratic president. So Manchin’s view of his GOP colleagues seems somewhat untethered from reality. But his optimism about the potential for bipartisanship makes sense from his perspective. After all, Manchin is friendly with a lot of Republicans on Capitol Hill, most notably Collins. He and a bipartisan group of lawmakers were key figures in passing a COVID-19 relief bill in December.”

“Manchin may not see the contentious issues of the day — in particular, the filibuster and voting rights — in the extremely high-stakes, democracy-in-peril, “Jim Crow in new clothes” way that other Democrats do. West Virginia is not Georgia, which has a Republican coalition dominated by white people trying to hold on to power by any means necessary against a growing Democratic coalition in which people of color are the majority. West Virginia’s non-Hispanic white population is 92 percent, much higher than the nation overall (60 percent). I’m not suggesting that Manchin doesn’t care about Black voting rights, but he doesn’t have a huge Black constituency pressing him on this issue, as only 4 percent of West Virginians are Black (compared with 13 percent in the nation overall).”

” it’s entirely possible that Manchin really cares about voting rights but thinks that getting rid of the filibuster and passing election-reform legislation on party-line votes is bad electorally for the broader Democratic Party (not just for him) and worse than Democrats trying to win elections even after some of these GOP-backed voting laws are in place. Manchin, as I noted earlier, seems deeply committed to the Democratic Party. But he might disagree with the dominant electoral thinking in the party. After all, emphasizing bipartisanship is Manchin’s strategy, and he’s the one winning in a super-Republican state.”

“Manchin seems to be ideologically to the right of most congressional Democrats, electoral considerations aside. In a Democratic Party that is increasingly organized around pushing for economic and racial equality, Manchin and the party’s more liberal members are essentially from different planets. There is little evidence that Manchin got into politics to implement his deeply held vision for changing the American economy (like Sen. Elizabeth Warren) or its racial policies (Sen. Raphael Warnock). Manchin is more an old-style politician. He grew up in a small coal mining town in West Virginia (Farmington), where his father and grandfather had both been mayor. In 1982, at age 35, he was elected to the West Virginia House of Delegates and climbed the ladder from there — state senator, secretary of state, governor, U.S. senator.

“Put all that together and the Democratic Party’s fate is in the hands of a man who doesn’t owe the party anything, can’t support some of its agenda for electoral reasons and probably just disagrees with some of that agenda anyway. Much of the Democratic Party believes that the biggest problem in politics is that the GOP is becoming anti-democratic and that this anti-democratic drift is an emergency for the country. Manchin sees the Republican Party as including people he can work with and seems to think that the biggest problem in politics is that elected officials on both sides aren’t being bipartisan enough. This difference in views between Manchin and much of the rest of the party may be irreconcilable. But if they aren’t reconciled, Manchin’s view will win out, because he has a deciding vote and seems very much willing to use it.”

Biden is talking to Republicans, but for only so long

“As vice president, Joe Biden was among those repeatedly pushing President Barack Obama to negotiate with Republicans on everything from health care to fiscal crises — even if it led to delays, watered-down policies or nothing at all.

But these days, Biden and his team, many of whom worked in the Obama administration, are taking a different approach: Talking to Republicans, yes, but doing so with more skepticism and firmer deadlines”

““The lesson that this team learned, beginning with President Biden, from that experience is that there is a cost to waiting too long,” said Jay Carney, who worked for Biden before becoming Obama White House press secretary, and is now an executive at Amazon. “I think everyone is much more realistic about whether bipartisan cooperation is possible.”

Biden, the aides and lawmakers say, believes action is more important than bipartisanship, and is convinced Americans will support him in his efforts. He recognizes that his window for this approach may close by the midterm elections. That’s why, the aides and lawmakers say, he may be willing to give up the reputation, cultivated over decades, as a dealmaking lawmaker if he can be a transformative president who pushes through a once-in-a-generation investment in infrastructure and social programs.

The president will talk with Republicans about his new pair of proposed spending plans — a combined $4 trillion in spending designed to ignite economic recovery following the coronavirus pandemic — but he is prepared to back a congressional maneuver that would allow Senate Democrats to pass legislation without GOP support, perhaps within weeks, aides and lawmakers familiar with his thinking say.”

The Tragic Mediocrity of the U.S. Congress

“As an informal poll, I recently asked a bunch of people I thought would have well-informed views a question: What percentage of members of Congress would you say qualify as impressive?

What do you mean by impressive?

I let people define it however they wished. Some standard attributes might include people of uncommon intelligence, of either an academic or practical sort. Outsized achievements prior to coming to Congress certainly qualify, as would a clear record of effectiveness within the institution. Some people are impressive by virtue of an especially capacious character. Under any definition, we are talking about people who leave a wake behind them as they navigate life’s personal and professional channels.

There was nothing scientific about this poll. It included a dozen or so current or former members of Congress, or longtime operatives, or journalists who have covered Capitol Hill. For what it’s worth, everyone I interviewed met my own definition of impressive.

The results were striking. The first-blush answers ranged from a low estimate of one percent (!), to a high estimate of 55 percent (!!) of lawmakers who merit the adjective impressive. On further discussion, though, a fairly solid consensus emerged that about 20 percent of Congress is occupied by people who qualify.

Which leaves 80 percent who fall a bit short, or a lot short, of the Athenian ideal of the enlightened citizen servant.”

“A senator observed that ambition and discipline count for a lot, but the greatest factor of why one politician makes it to the Senate while others remain on city council is luck: “The bottom 80 percent of this place is no different than the bottom 80 percent of any typical city council.””

Panic Rooms, Birth Certificates and the Birth of GOP Paranoia

“In the 2010 midterm election, voters from all over the place gave President Obama what he himself called “a shellacking.” And oh boy, was it ever. You could be a total moron and get elected just by having an R next to your name—and that year, by the way, we did pick up a fair number in that category.

Retaking control of the House of Representatives put me in line to be the next Speaker of the House over the largest freshman Republican class in history: 87 newly elected members of the GOP. Since I was presiding over a large group of people who’d never sat in Congress, I felt I owed them a little tutorial on governing. I had to explain how to actually get things done. A lot of that went straight through the ears of most of them, especially the ones who didn’t have brains that got in the way. Incrementalism? Compromise? That wasn’t their thing. A lot of them wanted to blow up Washington. That’s why they thought they were elected.

Some of them, well, you could tell they weren’t paying attention because they were just thinking of how to fundraise off of outrage or how they could get on Hannity that night. Ronald Reagan used to say something to the effect that if I get 80 or 90 percent of what I want, that’s a win. These guys wanted 100 percent every time. In fact, I don’t think that would satisfy them, because they didn’t really want legislative victories. They wanted wedge issues and conspiracies and crusades.”

Liberals warn Biden against lengthy talks with GOP

“Liberals are wary that the GOP may be trying to prolong infrastructure talks for weeks or even months, potentially setting back Democrats’ ambitious agenda as Biden goes back and forth with the opposition party over how big to go and when. But several prominent progressives also want to keep giving Biden room to try with Republicans — up to a still-undetermined point.

At the moment, the two sides seem very far apart: Biden’s initial infrastructure spending pitch was more than $2 trillion, with a second part of the plan still in development. And several Democrats said Monday they seriously doubt that discussions with the GOP will produce anything at all.

Republicans have not indicated they would be willing to spend anything more than $800 billion — a paltry sum for Democrats — and even that might be a stretch. And while liberals in Congress aren’t yet asking Biden to ditch the talks altogether, they are clearly signaling that his patience, like theirs, should be finite.”
