U.S. Embassy limits consular services after Russia hiring ban

“Moscow has moved to ban the U.S. Embassy and consular offices from hiring Russian and third-country nationals as part of its retaliation to a set of new U.S. sanctions imposed over Russian interference in the 2020 U.S. presidential election and involvement in the SolarWind hack of federal agencies — activities Moscow has denied.

The U.S. ordered 10 Russian diplomats out, targeted dozens of companies and people and imposed new curbs on Russia’s ability to borrow money. Russia quickly retaliated by ordering 10 U.S. diplomats to leave, blacklisting eight current and former U.S. officials and tightening requirements for U.S. Embassy operations.

The U.S. Embassy warned that provision of emergency services to U.S. citizens in Russia may also be “delayed or limited due to staff’s constrained ability to travel outside of Moscow.”

It warned that it’s unable to answer any specific questions about Russian residency or Russian visas and strongly urged any U.S. citizen present in Russia who has an expired visa to depart Russia before the June 15 deadline set by the Russian government.

“We regret that the actions of the Russian government have forced us to reduce our consular workforce by 75%, and will endeavor to offer to U.S. citizens as many services as possible,” the embassy said.”

The myth about smart black kids and “acting white” that won’t die

“While the “acting white” theory used to be pretty popular to bring up in debates about black academic achievement there’s a catch: It’s not true.
At best, it’s a very creative interpretation of inadequate research and anecdotal evidence. At worst, it’s a messy attempt to transform the near-universal stigma attached to adolescent nerdiness into an indictment of black culture, while often ignoring the systemic inequality that contributes to the country’s racial achievement gap.
Yet McWhorter — despite being a scholar of linguistics, not sociology — has become one of the primary defenders of the “acting white” theory and has dismissed those who debunk it as “pundits” who are “uncomfortable with the possibility that a black problem could not be due to racism.” But the people who challenge it are not pundits — they’re academics who’ve dedicated significant time and scientific scrutiny to this theory. Here’s why they say it’s a myth.”

“The “acting white” theory — the idea that African-American kids underachieve academically because they and their peers associate being smart with acting white, and because they’re afraid they’ll be shunned — was born in the 1980s. John Ogbu, an anthropology professor at the University of California Berkeley, introduced it in an ethnographic study of one Washington, DC, high school. He found what he dubbed an “oppositional culture” in which, he said, students saw academic achievement as “white.”
The acting white theory has since become a go-to explanation for the achievement gap between African-American students and their white peers, and is repeated in public conversations as if it’s a fact of life.
Authors such as Ron Christie in Acting White: The Curious History of a Racial Slur and Stuart Buck in Acting White: The Ironic Legacy of Desegregation have written entire books (heavy on personal observations, anecdotes, and theories) dedicated to the phenomenon.
Even President Barack Obama said in 2004, when he was running for US Senate, “Children can’t achieve unless we raise their expectations and turn off the television sets and eradicate the slander that says a black youth with a book is acting white.”

“Despite abundant personal anecdotes by African Americans who say they were good students in school and were accused of acting white, there’s no research that explicitly supports a relationship between race, beliefs about “acting white,” social stigma, and academic outcomes.
Even those who claim to have found evidence of the theory, Toldson explained, failed to connect the dots between what students deem “white” and the effect of this belief on academic achievement.
“Observing and/or recording African-American students labeling a high-achieving African-American student as acting white does not warrant a characterization of African-American academic underperformance as a response to the fear of acting white,” he said.”

“A prime example of a shaky study on this topic, according to Toldson, was Harvard economist Roland G. Fryer’s 2006 research paper “Acting White: The Social Price Paid by the Best and the Brightest Minority Students.” Published by Education Next, the paper purported to affirm Ogbu’s findings by using Add Health data to demonstrate that the highest-achieving black students in the schools Fryer studied had few friends. “My analysis confirms that acting white is a vexing reality within a subset of American schools,” he wrote.
But the numbers didn’t actually add up to support the “acting white” theory, Toldson said. To start, the most popular black students in his study were the ones with 3.5 GPAs, and students with 4.0s had about as many friends as those with 3.0s. The least popular students? Those with less than a 2.5 GPA.”

“Plus, Toldson pointed out, even if the results had shown that the highest-achieving students at all schools had the fewest friends, that would have indicated a connection between grades and popularity, but wouldn’t have supported the core of the “acting white” theory itself. “Methodologically, the study has to make the ostensible leap that the number of friends a black student has is a direct measure and a consequence of acting white,” he explained.”

“In 2009, the authors of an American Sociological Review article, “The Search For Oppositional Culture Among Black Students,” concluded that high-achieving black students were in fact especially popular among their peers, and that being a good student increased popularity among black students even more so than for white students.
McWhorter has dismissed this study as one that “encourages us to pretend,” because he says that black kids may be dishonest when asked if they value school. It’s unclear why the suspicion of dishonesty only applies to black students and not the white students who were also studied. He’s also written the self-reports can’t be trusted because, according to reasoning he attributes to Fryer, “[a]sking teenagers whether they’re popular is like asking them if they’re having sex.” That may be fair, but it doesn’t explain the stronger link between being a good student and self-reports about popularity for black teens than for white teens.
In 2011, Smith College’s Tina Wildhagen, in the Journal of Negro Education, tested the “entire causal process tested by the ‘acting white’ theory,” using the Educational Longitudinal Study of 2002, and found that “the results lend no support to the process predicted by the acting white hypothesis for African-American students.”

“in a study published in the American Sociological Review in 1998, James Ainsworth-Darnell and Douglas Downey, using data from the National Educational Longitudinal Study, found that black students offered more optimistic responses than their white counterparts to questions about the following: 1) the kind of occupation they expected to have at age 30, 2) the importance of education to success, 3) whether they felt teachers treated them well, 4) whether the teachers were good, 5) whether it was okay to break rules, 6) whether it was okay to cheat, 7) whether other students viewed them as a “good student,” 8) whether other students viewed them as a “troublemaker,” and 9) whether they tried as hard as they could in class.
Findings like these fly in the face of the idea that black students think academic achievement is “white” or negative, or that it’s something they must actively shun for acceptance and popularity.
When Toldson analyzed raw data from a 2005 CBS News monthly poll of 1,000 high school students who were asked their opinions on being smart and other smart students, he saw this reflected again.
Students were asked, “Thinking about the kids who get good grades in your school, which one of these best describes how you see them: 1) cool, 2) normal, 3) weird, 4) boring, or 5) admired?” The responses of black boys, black girls, white boys, and white girls were around the same. But black boys were the most likely (17 percent) to consider such students “cool.”
Students also answered this question: “In general, if you really did well in school, is that something you would be proud of and tell all your friends about, or something you would be embarrassed about and keep to yourself?” Eighty-nine percent of all students said they would be “proud and tell all.” Black girls were top among this group, with 95 percent saying they’d be proud. Meanwhile, white boys, at 17 percent, were the most likely to say they would be “embarrassed or keep to self” or report that they “did not know” how they would handle the news that they were doing very well academically.
As recently as 2009, researchers have revisited the theory and confirmed the findings of pro-school attitudes among black students.”

“Fryer’s research found that the very highest-achieving black kids were the least popular — but this likely had much less to do with beliefs about acting white and more to do with the fact that the very smartest kids of any race tend to suffer social stigma.
“In my own research, I have noticed a ‘nerd bend’ among all races, whereby high — but not the highest — achievers receive the most social rewards,” Toldson said. “For instance, the lowest achievers get bullied the most, and bullying continues to decrease as grades increase; however, when grades go from good to great, bullying starts to increase again slightly. Thus, the highest achievers get bullied more than high achievers, but significantly less than the lowest achievers.”
In a 2003 study titled “It’s not a black thing: Understanding the Burden of Acting White and Other Dilemmas of High Achievement,” published in the American Sociological Review, researchers concluded that the smartest black and white students actually had similar experiences and that the stigma was similar across cultures”

“Jamelle Bouie gave his take on the distinction between these two experiences in a 2010 piece for the American Prospect:
“As a nerdy black kid who was accused of “acting white” on a fairly regular basis, I feel confident saying that the charge had everything to do with cultural capital, and little to do with academics. If you dressed like other black kids, had the same interests as other black kids, and lived in the same neighborhoods as the other black kids, then you were accepted into the tribe. If you didn’t, you weren’t. In my experience, the “acting white” charge was reserved for black kids, academically successful or otherwise, who didn’t fit in with the main crowd. In other words, this wasn’t some unique black pathology against academic achievement; it was your standard bullying and exclusion, but with a racial tinge.””

“(McWhorter has vigorously defended the “acting white” theory against academic critics primarily by citing 125 letters he says he received from people describing their experiences that reflect the theory. While he argues that accounts in these letters should be accepted without question, he disregards data such as the scientific study responses indicating pro-school attitudes among black kids because of his view that “personal feelings are not reachable by direct questioning.”)”

“some high-achieving black kids — like kids of all races — experience social stigma. These individual facts are painful, and they resonate with people in a way that makes it easy to blur what’s missing from the “acting white” equation: an actual, causal connection between the accusations of acting white, social stigma, and lower academic outcomes. There isn’t one.”

Vietnam defied the experts and sealed its border to keep Covid-19 out. It worked.

“As the pandemic took hold last year, travel restrictions quickly proliferated — they were the second-most-common policy governments adopted to combat Covid-19. According to one review, never in recorded history has global travel been curbed in “such an extreme manner”: a reduction of approximately 65 percent in the first half of 2020. More than a year later, as countries experiment with vaccine passports, travel bubbles, and a new round of measures to keep virus variants at bay, a maze of confusing, ever-changing restrictions remains firmly in place.

But few countries have gone as far as Vietnam, a one-party communist state with a GDP per capita of $2,700. The Haiphong checkpoints timed for Tet were the equivalent of closing off Los Angeles to Americans ahead of Thanksgiving — within a country that was already nearly hermetically sealed. Last March, the government canceled all inbound commercial flights for months on end, making it almost impossible to fly in, even for Vietnamese residents.

Today, flights are limited to select groups, like businesspeople or experts, from a few low-risk countries. Everybody who enters needs special government permission and must complete up to 21 days of state-monitored quarantine with PCR tests. (Positive cases are immediately isolated in hospitals, regardless of disease severity.)

This strict approach to travel, global health experts say, is directly connected to Vietnam’s seeming defeat of Covid-19. Thirty-five people have reportedly died in total, and a little more than 2,700 have been infected with the virus during three small waves that have all been quickly quashed. Even on the worst days of the pandemic, the country of 97 million has never recorded more than 110 new cases — a tiny fraction of the 68,000 daily case high in the United Kingdom, which has a population one-third smaller than Vietnam, or the record 300,000-plus cases per day only the US and India managed to tally.

Last year, Vietnam’s economy even grew 2.9 percent, defying economists’ predictions and beating China to become the top performer in Asia.”

“Vietnam’s travel restrictions — supported by other measures, including enforced quarantining and contact tracing — help explain the country’s apparent mastery over the virus.”

“it’s now clear that the well-meaning advice and previous research findings didn’t match up with the situation the world was facing in early 2020. The new virus was different — more contagious and harder to stop. SARS-CoV-2 can be transmitted prior to the onset of symptoms, if they ever occur — while with SARS and Ebola, for example, people are only contagious when they are very ill or symptomatic.

The new coronavirus contagion inspired drastic measures. After China locked down Wuhan in January 2020, a move many called “draconian,” countries around the world scrambled and experimented with their own travel restrictions.

Only a few, though, did something that “seemed unfathomable” prior to the pandemic, said University of Hong Kong public health professor Karen Grépin: They completely closed their borders. It was an approach experts had no evidence for. “No one [had] modeled out a scenario in which borders would be shut,” she said, and stay shut.

Yet that’s essentially what happened in Vietnam — and in a few states or regions, mostly islands including Taiwan and New Zealand, that have virtually eliminated the virus.”

“where Western countries introduced travel restrictions late, targeted their measures at countries with confirmed Covid-19 cases (or variants now), made quarantine optional or didn’t enforce it, and allowed loopholes (like excluding certain groups from travel restrictions, or letting people arriving over land avoid quarantine), Vietnam walled itself in. While Western countries continue to roll measures back whenever case counts come down, Vietnam has kept its wall up — even during periods when the country recorded zero new coronavirus cases.”

“The restrictions also appear to work best if they’re implemented when they most seem like overkill, said London School of Hygiene and Tropical Medicine epidemiologist Mark Jit. That is, before (or after) community transmission takes place, he added.

“The natural thing is to think, ‘When we have a big problem, there are many Covid cases, that’s the point when we need to start doing a lot of things.’ But for travel restrictions — these are the solution to stop the problem from happening in the first place,” Jit explained. “It seems obvious in retrospect, but it’s very paradoxical.””

““[The] two countries taking the quickest action are Taiwan and Vietnam — they shared the same reasons: geographical proximity to and distrust in China,””

“Contact tracing became so widespread that the population now speaks the language of epidemiologists”

“When a single person tests positive, it can trigger a targeted lockdown, “isolating a large area when the fire is big, isolating a small area when the fire is small,” Mai Tien Dung, the chair of the Office of the Government, said.

In practice, this meant that last February, just as Lunar New Year travel and Vietnam’s third wave was picking up, a Hanoi apartment block, where more than 1,000 people live, closed down one evening after a woman tested positive for the virus. The entrances were barricaded and guarded by police as hundreds of residents spilled out, masked and social distancing, waiting for a free Covid-19 test.”

“More than a year later, Vietnam’s success with keeping case counts, hospitalizations, and deaths low laid bare the arrogance and faulty assumptions that went into determining which countries would win or lose in their battles with the virus. With the exception of short-lived, targeted lockdowns, life in Vietnam today largely resembles the Before Times in a way many Westerners can only envy. People go to bars, share drinks with friends, and enjoy live music. Restaurants and cafes are open. Children attend school and see their grandparents in person.

The population never experienced the disorientation, economic pain, and mental health toll of rolling national lockdowns. Hospitals never buckled under the strain of masses of coronavirus patients. Kids didn’t miss a year of school. (There was a brief nationwide social distancing order last April when all schools were shut for three weeks.)

Vietnam is also one of a handful of countries whose economies grew in 2020”

“because the virus was quickly contained internally, the domestic economy rebounded, just as Thanh and his colleagues had hoped. Manufacturing continued, and exports grew by 6.5 percent — not far off from the usual export turnover increase of 8 percent, according to Thanh.”

“Vietnam’s early, quick response to Covid-19 was inspired, in part, by the country’s shared border with China. But what other countries need to learn is that, in a globalized world, they share borders with China, too.”

Louisiana Troopers Claimed Ronald Greene Died in a Car Crash. Body Cam Footage Shows a Deadly Beating.

“When Ronald Greene, 49, was killed after an encounter with Louisiana state troopers in 2019, the authorities originally told his family he died when his car crashed into a tree during a high-speed chase.

That description turned out to be a lie. In reality, Greene was brutalized by the troopers who pulled him over, tased, beaten up, and even dragged. The initial crash report made no reference to a fight with police, but a medical report from an emergency room doctor documented that Greene’s injuries included stun-gun prongs in his back. The injuries did not add up. Though official documentation indicates that Greene died of cardiac arrest, it’s actually not fully clear how he died, due to the subsequent secrecy from Louisiana State Police about what happened.

Just over two years later, the Associated Press has obtained 46 minutes of body camera footage recorded by one of the state troopers on the scene and has released clips and described the footage.

Greene did apparently lead troopers in a high-speed chase after they attempted to pull him over for an unspecified traffic violation outside Monroe, Louisiana. The chase did end in a crash, but that’s not what killed him. The car only suffered some minor body damage. The body camera footage the A.P. released Wednesday shows troopers approaching Greene’s car after the crash, and as Greene attempts to tell the troopers that he’s scared, they immediately start tasing him. He is forced down to the ground on his stomach, attacked, and tased repeatedly by the troopers even as he wails apologies.

Greene is handcuffed and then left on his stomach for at least nine minutes, something police use-of-force experts interviewed by the A.P. say cops are specifically taught not to do to avoid suffocating someone. The suspect is supposed to be turned to one side or put in a seated position. At one point in the video, Greene attempts to turn himself to his side, but one of the troopers uses his foot to force him back down on his stomach. After Greene’s wrists and ankles are shackled, Trooper Kory York drags him briefly along the ground by his ankles.”

“The A.P. didn’t get the video due to a public release of body camera footage from the Louisiana State Police. In fact, the police still refuse to release any body camera footage and responded to the A.P. with a press statement that “premature public release of investigative files and video evidence in this case is not authorized and…undermines the investigative process and compromises the fair and impartial outcome.”

That response might have had more credibility had the troopers not initially lied to the family about the circumstances behind Greene’s death and if the state hadn’t waited 474 days to open an internal administrative investigation to determine what actually happened. Local prosecutors declined to charge the troopers involved with any crimes, but did refer the incident to the Department of Justice, which is independently investigating the circumstances of Greene’s death.”

“The entire incident shows why body camera footage can be so valuable. Yes, the emergency room report highlights the suspicious nature of Greene’s injuries compared to the official police account, and yes the family was made suspicious when they saw that Greene’s car suffered only minor damage from the crash. But absent body camera footage, would anything have come from those suspicions? It took over a year and a lawsuit for the Louisiana State Police to even start investigating its own troopers’ behavior.”

Germany contained Covid-19. Politics brought it back.

“In the span of a few months, Germany has gone from a shining example of a country that rallied the public behind a Covid-19 strategy to a cautionary tale about what can happen when that strategy falls apart.”

“Unified, clear public health communication saved lives — but as the months dragged on, it was no match for shifting national politics, a fragmented system of government, and a public so tired of the pandemic that they came up with a word for the exhaustion: “coronamüde.”

Germany still reports about two-thirds the Covid-19 deaths per capita as the rest of the EU, and about half the per capita death toll of the US. But its lead has shrunk over time”

“In September, after Germany’s summer of freedom, Oktoberfest arrived. Munich’s iconic festival was canceled, but some beer halls around Germany held their own celebrations. Organizers claimed the gatherings were regulated with masking and social distancing requirements.
But in reality, many Germans came together, maskless, by the dozens in indoor spaces, sitting tightly across long tables as they drank beer, yelled, and laughed — spitting all over each other particles that can carry the coronavirus and transmit the disease.

It was emblematic of the kind of freedom, beyond Oktoberfest, that Germans embraced when they came back home from summer holidays, pouring into risky indoor spaces and disregarding some of the precautions recommended by experts and officials to contain Covid-19.”

“Officials seemed content to keep letting the virus spread at a faster rate, letting things get worse bit by bit. Some state leaders resisted anything resembling a lockdown; North Rhine-Westphalia School Minister Yvonne Gebauer, bolstered by regional cases dropping to the national average, argued masks in classrooms were “no longer necessary.”

These state leaders were backed by vocal anti-lockdown segments of the population, which marched in the streets in August to oppose Covid-related restrictions. The initial success against the virus — and the short-term economic damage a lockdown would bring — had also left more of the public cool on the need for harsher rules.

By the end of October, the scenario Merkel warned about early in the pandemic when she explained exponential spread to a worldwide audience, came true: Daily new Covid-19 cases in Germany multiplied by seven times in the span of the month.

The success of the past few months had built complacency, and the federal system that allowed Jena to experiment with masks now suffocated further progress. The country’s 16 state governments and Merkel’s federal government couldn’t come to an agreement until it was too late, after they saw the results of exponential spread firsthand.”

“Public fatigue with Covid-19 — that coronamüde — also played a role. Based on his own analysis, Christian Karagiannidis, a researcher and ICU doctor at Witten/Herdecke University, told me that the second set of lockdowns was only “50 percent [as effective] as that from the first wave.” He added, “People are more or less fed up. They are tired. They are not adherent to the measures that were implemented by the German government.””

“Merkel appeared to see much of this coming. As Germany prepared to reopen last summer, she called the country’s success in fighting Covid-19 at the time “fragile,” adding that Germany should be “smart and careful” in the coming months, regularly reevaluating the rules it set in place. But Merkel’s constant message of caution ultimately wasn’t enough to counter a fragmented federalist system — especially as politicians began competing to eventually replace her.”

“German solidarity had major systemic forces stacked against it: a federalist system, a political battle to replace Merkel as head of the government, and a long pandemic that fatigued populations across Europe and the rest of the globe.”
