Biden’s big Putin bet

“If one phrase defines President Joe Biden’s approach to negotiating, it’s “all politics is personal.” When he uses that line, he aims to convey a rock-ribbed belief that finding what the other person can and can’t accept — be it a member of Congress from the other party or a foreign leader — will eventually lead to better relations and even mutually agreeable deals.

During a Wednesday press conference following his Geneva summit with Russian President Vladimir Putin, Biden showed once more that he puts a lot of faith in that approach. “All foreign policy is the logical extension of personal relationships,” Biden said. “It’s the way human nature functions.”

That’s not Biden saying all it takes to improve US-Russia relations is to have a one-on-one chat with Putin, although they did have a roughly 90-minute discussion. It meant, as he went on to explain, that because of that discussion, both men are now clear on what red lines not to cross as they seek to cooperate on arms control, cybersecurity, and more.

That outcome, in Biden’s mind, was worth the trip.

“What I’m saying is I think there’s a genuine prospect to significantly improve relations between our two countries without us giving up a single, solitary thing based on principle and our values,” he told reporters. “This is not just about self-interest. It’s about mutual self-interest.”

It’s the clearest distillation yet of how Biden thinks about foreign policy and diplomacy. Sure, there are constraints on what can be achieved, but the only way to make progress is to hear the other person out and find areas of common ground.”

“Knowing the long odds, even Biden acknowledged his bet might not pay off. “Let’s see what happens,” he said at his press conference. “I’m not confident [Putin] will change his behavior.”

Analysts share that skeptical view, saying that reiterating America’s stances won’t have much of an effect on Putin. “We can deliver a message, as other presidents have, but from the Russian perspective, they’ve heard this before,” said Alina Polyakova, president and CEO of the Center for European Policy Analysis in Washington, DC.”

Reckless Foreign Policy Gives the U.S. a Bad Reputation

“Democratic governance is in high demand, according to the 2021 edition of the annual Democracy Perception Index, a poll of more than 50,000 people in 53 nations. But it’s also perceived to be threatened—by economic inequality, by suppression of free speech, by big tech companies, by unfair or corrupted elections, and by the United States of America.

44 percent of the respondents are worried the United States threatens democracy in their home countries. By contrast, 38 percent said that about China and 28 percent about Russia. The U.S. was deemed the biggest threat of the three in free and unfree nations alike. It was the top pick in Europe and Latin America, and it nearly tied with China for this dishonor in Asia. Only a few African nations were polled, not enough for a regional average, but the U.S. was the most widely selected threat there, too.”

“Perhaps the United States is seen as a threat to other nations’ democracy because our government is often less an exemplar of liberty than a belligerent global meddler. Perhaps it’s because Washington has spent the past two decades invading and occupying large swaths of the Middle East and North Africa. Perhaps it’s because our leaders’ diplomacy is frequently ham-fisted, hubristic, and naïve. Perhaps it’s because Washington has literally overthrown democratic governments and has a unique—and risky—network of hundreds of military bases worldwide.”

What Ebrahim Raisi’s election means for Iran — and the U.S.

“Ebrahim Raisi, a hardliner favored by Iran’s supreme leader Ayatollah Ali Khamenei, handily won Saturday’s Iranian presidential election, which saw historically low turnout. He’ll take over for the more moderate incumbent President Hassan Rouhani in August. That will obviously mean changes at home, but it should also affect the Tehran-Washington relationship.”

“Raisi’s victory, meanwhile, may actually help solidify the re-establishment of a nuclear pact between the U.S. and Iran, despite Raisi harboring more hostility toward Washington than his predecessor. Vaez and The New York Times contend Khamenei is pulling the strings here and will push Rouhani to finish negotiations in the next few weeks, understanding that getting the U.S. to lift oil sanctions is paramount to Iran’s economy bouncing back. But this way, the moderates will take the heat for “capitulating to the West and bear the brunt of popular anger inside Iran if sanctions relief doesn’t rescue the nation’s stricken economy,” the Times notes. And if the sanctions relief does bring about improvement? Well, then Raisi can take credit for the success.”

Insane Lumber Prices Show How Governments Break Economies

“”Amid surging lumber prices that are already adding an average of $36,000 to the construction cost of new homes, the Biden administration is moving forward with plans to double tariffs on lumber imported from Canada,” Reason’s Eric Boehm reported last week.

While former President Donald Trump is often rightly criticized for his protectionist policies, and did, in fact, impose a 20 percent tariff on Canadian softwood lumber in 2017, his administration slashed that duty to 9 percent last year as lumber prices soared. The Biden administration, on the other hand, proposes to hike tariffs once again, to over 18 percent for many firms, based on the premise that Canadian producers “made sales of subject merchandise at less than normal value” (we should be so lucky).

“It is a particularly egregious move, seeing as how lumber prices are still near multi-decade highs (still, despite a recent dip, up over 300% from one year ago) and US timber firms remain unable to sate demand,” points out Peter C. Earle of the American Institute for Economic Research. “The increased costs will ultimately fall upon American citizens in the form of higher prices and decreased availability of goods and services.”

That is, in the midst of soaring prices and short supply of lumber in the United States, the federal government is doing everything in its power to choke off other sources of the stuff that might fulfill demand and help to bring down costs.”

Why there’s talk about China starting a war with Taiwan

“No American president has had to choose whether to go to war to defend Taiwan against a Chinese military invasion. President Joe Biden might have the decision thrust upon him.

The outgoing commander of US forces in the Indo-Pacific region, Navy Adm. Philip Davidson, told US lawmakers in March that he believes Beijing will attempt a takeover of the neighboring democratic island — which it considers part of mainland China — within the next six years. Davidson’s successor, Navy Adm. John Aquilino, expressed a similar concern days later.”

“The four-stars’ predictions aren’t wholly shared by everyone in the administration. “I’m not aware of any specific timeline that the Chinese have for being able to try and seize Taiwan,” said one senior US defense official, who, like others in the administration, spoke on condition of anonymity to discuss a sensitive foreign policy issue.”

“Experts I spoke to also felt Davidson and Aquilino’s claims are too alarmist and may be in service of trying to boost defense spending for operations in Asia.

But all agree that China is a more credible threat to Taiwan today than in the past. Beijing flaunts it, too. In recent weeks, China sent 25 warplanes through the island’s airspace, the largest reported incursion to date, and had an aircraft carrier lead a large naval exercise near Taiwan.”

We Got Afghanistan Wrong, but There’s Still Time to Learn Something

“We have already heard a lot about “conditions-based” approaches and all that Afghanistan might lose with our withdrawal. Notably missing from those arguments is any acknowledgment of how inefficient and ineffective our nearly 20-year-long military-led endeavor has been, how our efforts thus far have fed into Afghanistan’s dysfunction, and why we should not expect “more of the same” to lead to better outcomes now.”

“Instead of building a force that fit Afghanistan, we built an Army of mini-me’s. A force that, like our military, requires massive logistical support and technical capabilities to manage. A force that relies heavily on airpower and armored vehicles to fight an enemy who relies on his feet, IEDs and an AK-47. This is not a new revelation, but with the constant turnover of American commanders and a perennially optimistic (or delusional) view that the potential for victory over the Taliban was just around the corner, the instinct was always to double-down, or keep propping up the Afghan forces just long enough to get them over the finish line.
Unfortunately, there was always a fatal flaw to this approach. Pushing western technology and firepower into the Afghan military was never going to be sufficient to beat the Taliban, not when pouring billions of dollars into a government ill-equipped to handle it also contributed to the corruption and illegitimacy that opened additional political space for the Taliban to operate.”

“With President Biden’s decision to withdraw there undoubtedly will be consequences for the Afghan military. The absence of sustained American airpower will enable the Taliban to move even more freely, while the Afghan government will be challenged to move its best fighters around the country via helicopters to counter Taliban gains. Unfortunately, American military leaders have placed so much emphasis on building a force reliant on these assets that it will take some time for security forces more organic to Afghanistan to emerge, and it is far from certain whether an effective force can form in the face of increased Taliban attacks.”

“We must, at long last, acknowledge that building a national army requiring the kind of technological and logistical support to which western militaries are accustomed was not only a massive waste of American blood and treasure, but actually counterproductive to the fight. Jettisoning our delusional vision for the Afghan military will be painful in the short run, but necessary for Afghan stability in the long run. It is well-past time to shift our thinking from how many millions of dollars we need to keep airframes operational, to making sure that those assets that are actually sustainable and useful for Afghan forces are in place as foreign forces withdraw.”
