Amazing New Chinese A.I.-Powered Language Model Wu Dao 2.0 Unveiled

“Chinese artificial intelligence (A.I.) researchers at the Beijing Academy of Artificial Intelligence (BAAI) unveiled Wu Dao 2.0, the world’s biggest natural language processing (NLP) model. And it’s a big deal.

NLP is a branch of A.I. research that aims to give computers the ability to understand text and spoken words and respond to them in much the same way human beings can.

Last year, the San Francisco–based nonprofit A.I. research laboratory OpenAI wowed the world when it released its GPT-3 (Generative Pre-trained Transformer 3) language model. GPT-3 is a 175 billion–parameter deep learning model trained on text datasets with hundreds of billions of words. A parameter is a calculation in a neural network that shapes the model’s data by assigning to each chunk a greater or lesser weighting, thus providing the neural network a learned perspective on the data.

Back in November, The New York Times reported that GPT-3 “generates tweets, pens poetry, summarizes emails, answers trivia questions, translates languages and even writes its own computer programs, all with very little prompting.” GPT-3, move on over. Wu Dao 2.0 is here.

Wu Dao 2.0 (Chinese for enlightenment) is ten times larger than GPT-3, using 1.75 trillion parameters to simulate conversational speech, write poems, understand pictures, and even generate recipes. In addition, as the South China Morning Post reports, Wu Dao 2.0 is multimodal, covering both Chinese and English with skills acquired by studying 4.9 terabytes of images and texts, including 1.2 terabytes each of Chinese and English texts.

“Wu Dao 2.0’s mulitmodal design affords it a range of skills, including the ability to perform natural language processing, text generation, image recognition, and image generation tasks,” reports VentureBeat. “It can write essays, poems, and couplets in traditional Chinese, as well as captioning images and creating nearly photorealistic artwork, given natural language descriptions.” In addition, Wu Dao 2.0 can predict the 3D structures of proteins, like DeepMind’s AlphaFold, and can also power “virtual idols.” Just recently, BAAI researchers unveiled Hua Zhibing, China’s first A.I.-powered virtual student”

Perhaps most pitiful is that the Snitkos are two of the lucky ones in this story. That word feels ill-fitting for anyone in their shoes. But while the FBI has acquiesced to giving select deposit boxes back, including the one owned by the Snitkos, they are refusing to surrender others, seeking instead to keep a collective $85 million in cash and an unspecified amount of gold, silver, and precious metals from unsuspecting people.

That includes Travis May, who stored gold and $63,000 in cash, and Joseph Ruiz, who had $57,000 in his box—his life savings, which he uses to pay his living and medical expenses, according to a recently amended lawsuit.

“After the government seized this property on March 22, 2021, [Ruiz] filed a claim with the FBI to retrieve it,” notes the complaint from the Institute for Justice (IJ), a libertarian public interest law firm representing both men. “However, the government has informed attorneys for USPV that it intends to civilly forfeit Joseph’s property. At this time, the government has not provided Joseph with any notice of the purported civil forfeiture proceeding.””

“Should the government succeed, plaintiffs Jeni Verdon-Pearsons and Michael Storc, for instance, will forcibly donate their silver, though the suit notes that they, too, have not been provided with “the factual or legal basis for the purported civil forfeiture proceeding.””

Feds Seize CNN Reporter’s Data, Then Gag CNN

“On Wednesday, CNN Executive Vice President and General Counsel David Vigilante made a revelation sure to startle those unaware of the state’s vast power to not just seize information from journalists but bully their employers into silence about it under penalty of jail time.

“Since July 17, 2020,” Vigilante wrote, “I have been bound by a gag order or a sealing order that prohibited me from discussing, or even acknowledging, that the government was seeking to compel the disclosure of the professional email communications of CNN reporter Barbara Starr.”

The Justice Department under Attorney General William Barr had been requesting email header data and phone logs of Starr, a Pentagon reporter, dating from June 1 to July 31 of 2017, for reasons that are still unknown to any third parties aside from some federal judges operating a secret court. (Starr herself was not the target of the investigation, the feds confirmed to reporters.)

The Trump administration launched a crackdown in 2017 against national security-related leaks, an effort that led to the secret seizure of three Washington Post reporters’ phone records, which was revealed only last month. In doing so, former President Donald Trump’s DOJ prosecutors followed the rules and legal justifications established by their predecessors in the Obama administration, which prosecuted more leakers than every prior presidency combined, even charging Fox News White House chief James Rosen as “at the very least, either…an aider, abettor, and/or co-conspirator.””

Commented CNN’s Vigilante: “This was the first characterization of the evidence we had seen, and it was stunning: After months of secret proceedings and heavy-handed enforcement tactics, a neutral judge said that, in large part, the emperor had no clothes.””

“As Nick Gillespie and I wrote six years ago, “From press accounts of similar actions at other news publications and social media sites, we know that it is increasingly common for the federal government to demand user information from publications and websites while also stifling their speech rights with gag orders and letters requesting ‘voluntary’ confidentiality.””

Why Biden’s team didn’t go all-in on Israel-Gaza

“Secretary of State Antony Blinken had a choice to make. It was mid-May, and in a few days he’d travel to Europe for talks with allies on the Arctic and climate change, and to meet with his Russian counterpart ahead of a presidential-level summit in June.

But a fight broke out between Israel and Hamas in Gaza, threatening to explode into a larger, bloodier conflict.

Looking at his agenda and the events in the Middle East, Blinken consulted with his staff and the White House on what he should do. There were discussions about having him drop everything to shuttle back and forth between Middle Eastern capitals and help broker a ceasefire. Instead, Blinken decided he should keep his long-planned commitments in Europe but, along with other administration officials, get on the phone with key players in the brewing war.

He made that choice, the opposite of what previous secretaries of state had done during recent Israel-Gaza conflicts, for two main reasons.

The first was that he could still engage in “telephonic diplomacy” while in Europe, in the words of a senior State Department official, without the risk of having to potentially fly home empty-handed and embarrassed.

The second reason, though, speaks to the Biden administration’s view of foreign policy writ large: Less is sometimes more.

“I find that in the current moment in Washington, although it’s been true for a long time, the answer is to do more. Everyone wants more, more, we should be doing more,” said a senior State Department official who, like two others, spoke to me on the condition of anonymity to discuss sensitive internal deliberations. “Of course, more of everything is not a strategy.”

Blinken and others in the administration simply don’t believe solving a regional crisis requires top officials like Blinken to drop everything and fly to the hot spot, especially if there are larger, more consequential, longer-term issues to focus on elsewhere.”

“It’s not that the US was disengaged from the Israel-Gaza conflict. Top administration figures made more than 80 calls to world leaders during the conflict — with Blinken on the phone for at least 15 of them while in or traveling between Denmark, Iceland, and Greenland — in service of the ceasefire reached after 11 days of fighting.”

Then-Secretary of State Hillary Clinton traveled to Egypt and other nations in 2012 when calls to counterparts weren’t working. Her efforts helped secure a ceasefire, making it seem like that should be the playbook: When there’s a crisis, send the secretary.

But the new secretary of state, John Kerry, wasn’t as successful two years later. Despite drafting a ceasefire document for Israel and Hamas to work from, he came back to Washington “really humiliated,” Indyk said.

Watching those events from within the Obama administration was Jake Sullivan, now Biden’s national security adviser. What he took away from both cases, per Indyk, was that the nation’s top diplomat should travel to the area only to finalize terms that could make the ceasefire a success. Otherwise, the chances of in-person engagement working remained low, leading to inevitable embarrassment for the secretary and the administration.”

““A premature intervention would’ve prolonged the crisis, it wouldn’t have ended it,” said Indyk, now at the Council on Foreign Relations. “The way to move Israel forward is to put your arm around them, reassure them that you’re in their corner, and push them in the direction you want to go.”

Threatening to place conditions on arms sales or call for a ceasefire early, as some critics from the left wanted, likely wouldn’t have worked. “The Israelis would dig in their heels and say, ‘Screw you, we’ve got rockets falling on our people and we’re going to respond,’” Indyk continued. Plus, he and others said, Hamas surely would’ve defied the US by launching more than the 4,500 rockets they did.

That a ceasefire came together after 11 days, and that Blinken was welcomed by both warring parties shortly after the fighting, has led Biden administration officials to consider their efforts a clear success.”

“Moise himself had a tumultuous presidency beginning in 2017, marked by authoritarian tactics and inability to gain the Haitian people’s trust. Soon after he was elected, Moise revived the nation’s army, disbanded two decades before. This was a controversial decision in a country still dealing with the aftermath of its catastrophic 2010 earthquake, stoking fears that the army would drain already limited resources. Further skepticism came from the army’s history of human rights abuses and the multiple coups it had carried out. The decision to bring the army back set the tone for Moise’s presidency, as he continuously prioritized his interests and power over those of the people. In the absence of a functioning legislature, Haitian law allows the president to rule by decree, and in January 2020, Moise refused to hold parliamentary elections and dismissed all of the country’s elected mayors, consolidating his power.

Further exacerbating problems, in February, Moise refused to leave office despite legal experts and members of an opposition coalition claiming that his term ended on February 7. Moise claimed that his presidency was meant to last until 2022, due to a delay in his inauguration after the 2017 election, and his refusal to step down led to mass anger and frustration culminating in public protests and chants of “no to dictatorship.”

While the identity of the killers has not been confirmed, speculation seems to be determined by party alignment. Moise supporters have stated that he was shot by a predominantly Colombian group of hitmen, while some opposition politicians claim that he was killed by his own guards. Others have said that the Colombians were hired as personal guards to protect Moise from external threats. Fifteen Colombian suspects are currently in custody along with two Haitian-American suspects, and others are still believed to be at large.”

Greg Abbott’s Border Wall Plan Is Doomed To Fail

“Abbott has so far provided little information about how he will finance the project, which will undoubtedly carry a hefty price tag. In Texas, one section of Trump’s border wall came out to be $27 million a mile. Abbott intends to provide $250 million in state revenues as a “down payment.” Those funds will come from a disaster account, a transfer made possible because he issued a disaster declaration in order to take a number of executive actions against migration. Abbott also expects that crowdfunding will help supplement state funds. So far, that effort has collected roughly $450,000.

David Donatti, an attorney with the American Civil Liberties Union of Texas who specializes in border issues, has concerns about Abbott’s financial approach.

“He has declared a disaster, and by that authority, he’s moving $250 million into an account that allows him to” build a border wall, says Donatti. “For a state like Texas,” $250 million “is a lot of money…that could be used for hurricane recovery, toward recovery from something like the freeze that we experienced.” Donatti calls it “an absurd abuse of power if nothing else,” even though the result of that abuse would provide “an ineffective solution to people coming to the United States.”

According to the governor, construction would also hinge on voluntary land concessions from borderlands residents. In Texas, most land along the border with Mexico is privately owned. That gives Abbott two options: either entice landowners to donate their property or seize it from the unwilling. To build his wall, Trump chose to initiate land grabs in the borderlands through eminent domain, which is a legal doctrine that allows the government to seize private property for public use. Affected landowners nominally must receive just compensation, though practically the process is rife with abuse.”

“Regardless of the wall’s future, Abbott is already implementing policies beyond a physical barrier to keep migrants out. As Reason’s Billy Binion reported, Abbott “has directed the Texas Department of Criminal Justice (TDJC) to clear out the Dolph Biscoe Unit, a state prison in Dilley, Texas, so that law enforcement can arrest and detain some undocumented migrants there.” He’s made it so that migrants are subject to “aggravated trespassing” charges, a misdemeanor, giving the state the authority to arrest migrants who are otherwise governed by federal immigration frameworks. As Donatti points out, that “quite clearly tramples on the federal government’s prerogative to immigration control.” Abbott has also revoked licenses for child care services found to be looking after undocumented migrant kids, which might lead to those minors being shuttled into inadequate emergency detention facilities.”

What Kim Jong Un’s regime shake-up says about his leadership

“North Korean leader Kim Jong Un is rewiring his nation’s government to operate less like a dictator’s playground and more like an organization that can handle multiple crises at once.

According to reports this week from CNN, Reuters, and other media outlets, Kim appointed a de facto second-in-command back in January to help lead the country’s ruling Workers’ Party of Korea. As “first secretary,” a title Kim himself held from 2012 to 2016 (he assumed the grander role of “general secretary” in January 2021), this as-yet-unknown person will serve as the despot’s “representative” to the WPK.

Experts were quick to say this person won’t actually be North Korea’s second-in-command. It’s at best a kind of executive secretary role, someone who has the authority to handle day-to-day party operations but not the power to make key decisions without the boss’s say-so.

“It means no change to [Kim’s] status as the supreme leader of North Korea, but it will mean a change in his leadership style,” said Rachel Minyoung Lee, a Seoul-based fellow at the Stimson Center think tank in Washington, DC. In fact, “Kim technically always has had a ‘second-in-command’ in every party, state, and military institution,” she added.

The new and unprecedented role, then, isn’t really about some already prominent North Korean official gaining more authority. Rather, it’s Kim’s latest reform to ensure his regime can handle all affairs of state without his consistent, direct input.

“It should suggest to us that Kim is doing things internally,” said Ken Gause, director of the adversary analytics program at the CNA, a Virginia-based think tank. “He’s changing this regime and making it a more normalized organization.””
