The conflict between Armenia and Azerbaijan, explained

“One of the world’s longest-standing frozen conflicts has thawed into a hot war, leading to over 350 deaths and potentially encouraging world powers to enter the fray — which could make a lethal situation even worse.

Armenia and Azerbaijan have reignited their 32-year struggle over Nagorno-Karabakh, a mountainous territory of 150,000 people about the size of Delaware. The territory is internationally recognized as part of Azerbaijan, but it’s claimed and governed by ethnic Armenians. The two sides haven’t reached a lasting diplomatic resolution to the dispute since a war that killed 30,000 people or more ended in a 1994 ceasefire, leaving open the possibility of renewed deadly fighting.

That worst-case scenario proved a reality last week after the former Soviet territories accused each other of unprovoked attacks. On September 27, Armenia said Azerbaijan’s military bombed civilian settlements in Nagorno-Karabakh, including the regional capital of Stepanakert. In response, Armenia’s defense ministry claimed it downed two Azerbaijani helicopters and three drones. Azerbaijan didn’t take that lightly, with its defense ministry saying it launched a “counteroffensive” with tanks, war planes, artillery missiles, and drones.

Past skirmishes typically lasted no more than a few days, but this one has only continued and intensified. Stepanakert, a city of over 50,000 people, has experienced heavy artillery fire from Azerbaijan since October 2, while Azerbaijan says Armenia has shelled the country’s second-largest city, Ganja, and other missiles elsewhere — each assault putting civilians in grave danger.”

“Turkey, a NATO member, is only making matters worse. It has fully backed Azerbaijan, with observers alleging it has sent at least 1,000 Syrian fighters to help and providing the country’s forces with weapons and training. That’s provocative, experts say, as it not only fans the flames of war, but also threatens the control and calming influence Russia has had over the conflict.”

“Most experts I spoke to fear the fighting won’t end until either Armenia deals Azerbaijan a militarily decisive blow, or Azerbaijan reclaims much or all of Nagorno-Karabakh and its surrounding regions. When I mentioned that concern to Zareh Sinanyan, Armenia’s high commissioner for diaspora affairs, he said bluntly: “That is true.””

“The first person to blame for the current conflict is former Soviet leader Joseph Stalin. In 1921, he gave Nagorno-Karabakh to Azerbaijan, only to turn it into an autonomous region two years later. That change would inevitably prove problematic, as Nagorno-Karabakh’s population was over 90 percent Armenian. On top of this, most Armenians are Christian, while Azerbaijan is majority Muslim; thus, Stalin’s decision effectively turned the territory into a Christian-majority enclave in a Muslim-majority nation.”

“The conflict that erupted last week actually began back in mid-July. During days of border fighting, Armenia killed seven Azerbaijani service members, including a top, popular Army general. “Armenia’s political and military leadership will bear the entire responsibility for the provocation,” Aliyev, Azerbaijan’s president, vowed at the time.

Later that month, Turkey joined Azerbaijan for two weeks of military drills featuring armored vehicles, artillery, and mortars. It was billed as an annual exercise, but the message was clear: Azerbaijan was preparing for a real fight and Turkey had its back. Turkish President Recep Tayyip Erdoğan made that point explicitly last Friday.”

“experts note Azerbaijan has been careful not to attack civilian areas in Armenia proper. Doing so might trigger a defense treaty Russia has with Armenia requiring Moscow to come to Yerevan’s defense militarily.”

Experts Think The Economy Would Be Stronger If COVID-19 Lockdowns Had Been More Aggressive

“our economic survey, conducted in partnership with the Initiative on Global Markets at the University of Chicago Booth School of Business, FiveThirtyEight polled 32 quantitative macroeconomists about the present and future of the economy. And because we couldn’t resist some Monday-morning quarterbacking, we also asked whether the lockdowns earlier in the year were too aggressive or not aggressive enough.

Out of those surveyed, 74 percent of economists said the U.S. would be in a better economic position now if lockdowns had been more aggressive at the beginning of the crisis. Among that camp, the most commonly cited reason was that early control over the virus would have allowed a smoother and more comprehensive return to economic activity later on.”

“Proponents of tighter lockdowns pointed to Japan and various European countries (such as Germany, Norway and Denmark) as examples of how reducing the virus to extremely low levels early on allowed for a quicker recovery. Others noted that children could have returned to school for in-person learning faster with earlier control over the virus — a major consideration in maximizing the country’s economic power as it bounces back from the pandemic.

Among the 26 percent who thought lockdowns should have been less aggressive, the main theme was that more good could have been done with a targeted approach that protected at-risk populations and stopped potential superspreading events, while allowing more activity overall. Others thought the lockdowns didn’t even matter much, or that most of the reduced activity was due to individual self-regulation rather than government intervention.”

“In the same vein — but this time, looking forward — we asked the economists to imagine a new shutdown had to occur as the result of a spike in COVID-19 cases. Which activities would they shut down first if they also wanted to minimize economic damage? With the caveat that our panel consists of economic experts — not epidemiologists — they clearly prioritized indoor dining (and to a lesser extent, gyms) to be the first shut down, while outdoor dining and recreation were at the bottom of the list “

Trump Pushed To Condemn White Nationalist Proud Boys, Instead Tells Them ‘Stand Back and Stand By’

“Biden was pressed (as he has been this summer) to disavow violence and rioting by antifa protesters. Biden did so, saying “Violence is never appropriate.”

Host and Fox News anchor Chris Wallace then noted that Trump has been criticized repeatedly for refusing to denounce the violence that comes from white nationalists at some of these protests. Wallace asked Trump, “Are you willing tonight to condemn white supremacists and militia groups to say they need to stand down and not add to the violence in a number of the cities as we saw in Kenosha and as we’ve seen in Portland?”

Trump said, “Sure, I’m willing to do that, but I would say, almost everything I see is from the left-wing, not from the right-wing.” After demanding from Wallace specific names of groups he should condemn, Biden and Wallace settled on the Proud Boys. Trump responded not with condemnation but by saying “Proud Boys, stand back and stand by.” Then he veered the discussion immediately toward antifa violence, saying “I’ll tell you what. Somebody’s gotta do something about antifa and the left, because this is not a right-wing problem, this is a left-wing problem.”

That’s not a condemnation. Trump still, unlike Biden, seems unable to repudiate violence from people who support him.”

“Regardless of the president’s intent, the Telegram account for the Proud Boys reportedly immediately made a mockup a logo with “Stand Back” and “Stand By” as text, suggesting that the message they received is to wait for potential action. The Daily Beast reports that Proud Boys leader Joe Briggs wrote on Parler that in reality, “Trump basically said to go fuck them up. This makes me so happy.””

Trump’s dark National Archives speech was white resentment run amok

“The United States of America, of course, was founded with slavery at the core of its socioeconomic system. Conversation about slavery’s foundational role in the US has been reinvigorated by the New York Times Magazine’s 1619 Project, which, as J. Brian Charles wrote for Vox, “marks the 400th anniversary of the arrival of African slaves to Virginia” by seeking “to reframe the country’s thinking about slavery and how intertwined the practice of slavery has been in shaping the nation.” (Trump’s “1776 Commission” is meant to allude to the 1619 Project, which Trump has railed against.)

Even after slavery was abolished, Jim Crow laws made Black people second-class citizens in much of the country. Today, Black Americans have to deal with voter suppression efforts aimed at making it difficult to them to vote in areas where their votes threaten Republican control.

This legacy of racism has tangible consequences. Black Americans have lower life expectancies and make less than whites, even adjusted for education. (And adjusting for education is important, because in this area as well Blacks fare worse than whites.)

Black Americans are also far more likely, per capita, to be victims of police violence than White Americans. This disparity in particular became a major topic of public attention this summer as protests erupted following the police killings of Breonna Taylor and George Floyd, and more recently the shooting of Jacob Blake.

But instead of even paying lip service to structural racism, Trump has consistently denied that such a thing exists. In a July interview with CBS, for instance, Trump responded to a straightforward question about why he thinks Black people continue to be killed by police by lashing out — at the questioner.

“And so are white people. So are white people,” Trump said. “What a terrible question to ask.””

“Reopening” isn’t enough to save bars and restaurants — the US needs a bailout

“The whole “airborne” debate can get very complicated and technical, but the basic issue is simple: Indoor dining is very unsafe. And the outdoor dining that’s been used as a substitute is running out of steam as weather gets cooler across much of the country. For health reasons, we need fewer customers at these businesses. For economic reasons, we need them to survive. The fix is a huge bailout.”

The one thing Democrats can do to stop Trump from replacing Justice Ginsburg

“The Constitution provides that there must be a Supreme Court, but it does not set the number of justices — that number is set by Congress. The Judiciary Act of 1789 originally established a six-justice Court, and this number vacillated considerably during the nation’s first century. The number of justices briefly grew to 10 during the Lincoln administration, before finally settling at nine under President Ulysses S. Grant.

If Democrats control the White House and the Congress, in other words, they can pass a law adding seats to the Supreme Court. If Biden is president, he could then quickly fill them (with the consent of the Senate). And four new seats could give Court a Democratic-controlled majority, despite another Trump pick.

It’s a risky play. At the height of his popularity, President Franklin Roosevelt proposed expanding the size of the Supreme Court to 15 in order to neutralize five reactionary justices who frequently undercut the New Deal. It did not end well for him. Many historians cite the court-packing plan as the event that shattered Roosevelt’s political coalition and left him unable to pass liberal bills through Congress.

But these are very different times. In 1937, when Roosevelt proposed packing the Court, every one of the Court’s nine justices could claim that they got there fair and square. No one was on the Supreme Court because one political party invented a fake rule, applied it harshly to a president they loathed, and then immediately scrapped that rule when it was inconvenient.

Trump’s two previous Supreme Court appointees, Justices Neil Gorsuch and Brett Kavanaugh, also share a dubious distinction. They are the only members of the Supreme Court in history to be nominated by a president who lost the popular vote and confirmed by a bloc of senators who represent less than half of the country. If Trump fills the Ginsburg seat, fully one-third of the Court will be controlled by judges with no democratic legitimacy.”

To achieve racial justice, America’s broken democracy must be fixed

“The Senate and Electoral College systematically underweight the votes of people of color — and the judiciary operates directly downstream of those biases. Washington, DC, home to the largest plurality of Black Americans in the country, is excluded entirely from federal representation. The filibuster has historically been used to block or delay anti-lynching laws and civil rights legislation”

“Since 2000, 40 percent of presidential elections have been won by the loser of the popular vote. A 2019 study found that Republicans should be expected to win 65 percent of presidential contests in which they narrowly lose the popular vote, and could potentially win while losing the popular vote by as much as 6 percentage points. And this November, FiveThirtyEight’s Nate Silver calculates that Democratic nominee Joe Biden only has a 6 percent chance of winning the Electoral College if he wins the popular vote by 0 to 1 points, a 22 percent chance if he wins by 1 to 2 points, and less than a 50 percent chance if he wins by 2-3 points.”

“The Senate is even more extreme. In a 2019 Data for Progress analysis, Colin McAuliffe found that the Senate has a 3 percentage point tilt toward Republicans (double the 1.5 percent skew in the Electoral College). And that is probably an understatement — Silver recently calculated that the Senate is “effectively 6 to 7 percentage points redder than the country as a whole.” As my colleague Matt Yglesias points out, in 2014, Republican candidates won 52 percent of the popular Senate vote and gained nine Senate seats; in 2016, Democrats won 54 percent of the vote and gained only two seats; and in 2018, Democrats won 54 percent of the vote and lost two seats.

“Because the president appoints federal judges and the Senate confirms them, these biases are also reflected in the judiciary, where the Trump administration has already filled federal court benches with an unprecedented number of young, highly ideological conservative judges, including two Supreme Court justices.
It’s important to underscore the mechanism that generates and sustains this partisan bias: US political institutions systematically underweight the interests of nonwhite Americans.”

“Analyzing the results of the 2016 presidential election, statisticians Andrew Gelman and Pierre-Antoine Kremp found that “per voter, whites have 16 percent more power than blacks once the Electoral College is taken into consideration, 28 percent more power than Latinos, and 57 percent more power than those who fall into the other category.”

Behind the Senate’s partisan tilt is that it overrepresents people living in small states who tend to be whiter, on average, than people living in larger states. California, which has large Black and brown populations, and Wyoming, a predominantly white state, have equal representation in the Senate, despite the former having over 60 times more people than the latter.”

“this racial skew distorts policy preferences on issues ranging from gun control to the minimum wage to environmental policy. For instance, 48 percent of Americans believe controlling gun ownership is more important than protecting gun rights; however, when you weigh voter preferences as the Senate does — giving equal representation to each state — support for gun control drops a whopping 5 points, to 43 percent.
Why? Because the Senate overweights the preferences of white Americans, who tend to favor gun rights, and underweights the preferences of Black and brown Americans, who tend to favor gun control. By that same mechanism, McAuliffe finds that support for a $15 minimum wage also drops 5 points (from 58 to 53 percent), and a $100 billion yearly investment in green social housing drops 3 points (63 to 60 percent).”

How to save the economy for everyone

“Already, the current downturn is turning out to be less traumatic for wealthy and well-established people than it is marginalized groups and the poor.

The stock market is soaring, even though millions of people are out of a job. The Federal Reserve has really stepped up in terms of monetary policy to inject liquidity into the economy and keep markets afloat, while Congress hasn’t really kept up its end of the bargain. It passed the Coronavirus Aid, Relief, and Economic Securities Act, or the CARES Act, in March, but much of the support from it has dried up, and it’s not clear what, if anything, Capitol Hill plans to do next on the economy.

“The rich experience these recessions much differently than the rest of us,” Bharat Ramamurti, managing director of the Roosevelt Institute’s corporate power program, told me. “The pain is much more time-limited, it’s not as deep, and as a result, they recover much more quickly, and then they’re in a position to take advantage of the fact that other actors in the economy are still struggling and can use that to further consolidate their control and their power.””

“After returning from recess in September, Senate Republicans put forth a “skinny” stimulus to counter a much more ambitious package proposed by Democrats in the House in May. But even the GOP’s bill failed in the Senate — as Vox’s Li Zhou explained, in part because it was more of a messaging bill than a sincere effort at helping the American public. The economy isn’t as bad as some of the doomsday predictions, so some lawmakers seem to have decided more assistance isn’t necessary.”
