“Dying by blood or by hunger”: The war in Ethiopia’s Tigray region, explained

“More than 60,000 refugees have fled to neighboring Sudan since the fighting began in November, and humanitarian groups — many of which remain cut off from parts of Tigray — say the security situation has likely displaced thousands of people internally.

The United Nations estimates that of Tigray’s 6 million people, 4.5 million are in need of food aid. A recent report from the World Peace Foundation warns of the risk of famine and mass starvation as people are displaced and crops, livestock, and the tools needed to make and collect food are destroyed.

One witness in Tigray, who spoke on condition of anonymity because he fears for his safety, told me that Eritrean soldiers will kill an ox and eat just one leg, leaving the rest of the carcass to rot. “The people are either dying by blood or by hunger,” he said by phone from Mekele, Tigray’s capital, earlier this month.

Prime Minister Abiy, a Nobel Peace Prize recipient who was once seen as the country’s peacemaker and a democratic liberalizer, is now leading a country that is beginning to turn on itself.

Violence and ethnic tensions are flaring up in other parts of Ethiopia. Sudanese and Ethiopian troops have clashed in a disputed border territory, a sign of how Tigray’s unrest is spilling over into an already volatile neighborhood where Ethiopia had been viewed, at least by some international partners, as a stabilizing force.

The war in Tigray has no clear end, and the reports of killing and rape and looting are still happening. “Everybody is just waiting, just waiting — not to live, but waiting for what will happen tomorrow, or in the night,” the man in Mekele said.”

Why Biden’s statement recognizing the Armenian genocide is a big deal

“President Joe Biden became the first US president to formally refer to atrocities committed against Armenians as a “genocide””

“Previous presidents have refrained from using the word “genocide” in connection with the mass atrocities committed against the Armenian people in the early 20th century, and Turkey categorically denies that a genocide took place. So Biden’s declaration marks a major break from precedent, and could signal an increase in tensions with Turkey, a longtime US and NATO ally.”

“Previous presidents, including George W. Bush and Barack Obama, made similar campaign promises to recognize the Armenian genocide, but never followed through while in office, and Bush later called on Congress to reject such a designation. In 1981, Ronald Reagan made a passing reference to “the genocide of the Armenians” during a speech commemorating victims of the Holocaust.”

“other factors have already chilled the US-Turkey relationship. In December of last year, for example, shortly before Biden took office, the US imposed sanctions on Turkey for purchasing Russian military hardware. In 2019, the US also removed Turkey from its joint F-35 stealth fighter program over the same purchase.”

State-level Republicans are making it easier to run over protesters

“In the wake of last year’s Black Lives Matter protests, Republican lawmakers are advancing a a number of new anti-protest measures at the state level — including multiple bills that specifically make it easier for drivers to run down protesters.

The most recent example of such a law came Wednesday, when Oklahoma Gov. Kevin Stitt signed a new law that effectively allows drivers to hit people with a car in a specific set of circumstances.

Under the new law, an Oklahoma driver will no longer be liable for striking — or even killing — a person if the driver is “fleeing from a riot … under a reasonable belief that fleeing was necessary to protect the motor vehicle operator from serious injury or death.”

The measure also creates new penalties for protesters who obstruct streets or vehicle traffic, including hefty fines of up to $5,000 and as much as a year in jail.”

“If the recent spate of anti-protest measures in Florida, Iowa, and Oklahoma is disturbing on its face, however, context does little to make it better. There is a specific history in the US of the far right using cars as weapons, and it’s not hard to see how bills like the one that is now law in Oklahoma might only make things worse.

The most notable example is from August 2017: Heyer, 32, was struck and killed and at least 19 others were injured when neo-Nazi James Alex Fields Jr. rammed a crowd of counterprotesters in Charlottesville. Fields has since been sentenced to life in prison.

But it’s more than that single incident. According to Ari Weil, the deputy research director for the Chicago Project on Security and Threats, there were at least 72 incidents of cars driving into protesters over a relatively short span in 2020, from May 27 through July 7.

Examples aren’t hard to find. There’s even a Wikipedia page specifically dedicated to “vehicle-ramming incidents during George Floyd protests.” And as Weil explained in an interview with Vox’s Alex Ward last year, “there’s an online environment that for years has been celebrating and encouraging these types of horrendous attacks.”

“What’s particularly worrisome is where those memes spread,” Weil told Vox. “I know of at least four cases where law enforcement officers were sharing these in Facebook groups. [Fields] shared these memes twice in two months before his attack, and other planners of the Unite the Right rally shared these, too.””

“Even more concerning, it’s not always just random people driving through protests. In several cases, police have also used their cars as weapons against protesters. In Detroit last June, an officer drove his police SUV through a crowd, sending protesters flying; two New York police officers did likewise at a Black Lives Matter protest in May 2020.”

Joe Biden’s $6 Trillion Budget Proposal Will Hike Spending, Keep Deficits Near Record Highs

“Biden’s plan would see the federal government spend “what amounts to nearly a quarter of the nation’s total economic output every year over the course of the next decade”—a threshold that has never been hit since World War II, with the exception of 2020 and 2021—while also collecting “tax revenues equal to just under one-fifth of the total economy,” which would also near a record high.

That really sums it up. Record levels of spending that would well exceed even a historically high share of the economy devoted to funding the government.

While Biden’s proposal does not envision budget deficits rising as high as they did last year—when the government spent $3.1 trillion more than it collected in tax revenue—his budget calls for deficits of at least $1.6 trillion for the foreseeable future, the Times reports. The national debt measured as a share of the economy’s overall size will exceed the all-time record high of 113 percent, set during World War II, by 2024. And it will keep growing.”

“Like all presidential budgets, Biden’s is mostly aspirational; Congress will have the final say. But with Democratic majorities in both chambers, something similar to the president’s proposal is likely to be adopted.

After Republicans effectively traded away any claim to fiscal responsibility during the Trump administration by backing bigger budgets and higher deficits, Biden rode into office with the chance to spend big with fewer of the usual political impediments. In his joint address to Congress last month, Biden promised to build “a union more perfect, more prosperous, and more just.”

Apparently it will also require more spending, more taxes, and more borrowing.”

The US military is finally withdrawing from Afghanistan

“The US has formally begun its withdrawal from Afghanistan after almost 20 years in the country, Army Gen. Austin Miller confirmed on Sunday. The news comes less than two weeks after President Joe Biden announced that all US troops would be out of the country by September 11, 2021 — a significant achievement that eluded his predecessors.

According to the New York Times, Miller, the top commander of US and NATO forces in Afghanistan, told reporters at a press conference in Kabul on Sunday that he had received his orders, and the US would begin “transitioning bases and equipment to the Afghan security forces.”

“All of our forces are now preparing to retrograde,” Miller said, according to a CNN report of the same press conference. “Officially, the notification date will be the first of May, but at the same time, as we start taking local actions, we have already begun that.”

Previously, the Trump administration had set May 1 as the deadline for withdrawing all US troops from the country as part of a deal struck with the Taliban in February 2020, but as of this month, the US had about 3,500 troops still in Afghanistan.

As Vox’s Alex Ward reported earlier this month, Biden inherited that promise, and essentially chose to extend the timeline for removal, but without the Taliban’s explicit approval.”

““War in Afghanistan was never meant to be a multi-generational undertaking,” Biden said. “We were attacked. We went to war with clear goals. We achieved those objectives. Bin Laden is dead, and al Qaeda is degraded … in Afghanistan. And it’s time to end the forever war.””

The US may still be helping Saudi Arabia in the Yemen war after all

“In February, President Joe Biden announced that he was ending America’s “offensive” support for Saudi Arabia’s war in Yemen, six years into the conflict that has killed around 230,000 people and triggered the world’s worst humanitarian crisis.

Instead, the US role would be limited to “defensive” operations “to support and help Saudi Arabia defend its sovereignty and its territorial integrity and its people.”

There’s just one problem: The line between “offensive” and “defensive” support is murky, and critics argue even the limited support the US is providing still helps Riyadh carry out its offensive bombing campaign in Yemen.”

“Biden’s policy sounds straightforward enough. For the past few months, the US made a clean break and no longer provides assistance to Riyadh’s ongoing strikes inside Yemen, right?

Not quite. That’s because the “defensive” support the US is still providing includes greenlighting the servicing of Saudi aircraft.

Multiple US defense officials and experts acknowledged that, through a US government process, the Saudi government pays commercial contractors to maintain and service their aircraft, and those contractors keep Saudi warplanes in the air. What the Saudis do with those fighter jets, however, is up to them.

The US could cancel those contracts at any time, thus effectively grounding the Saudi Air Force, but doing so would risk losing Riyadh as a key regional partner.”

“Riyadh, with its own money and at no cost to the US taxpayer, uses a US government program to procure maintenance for its warplanes. (That service likely was included when the Saudis bought the American-made warplanes.) It may not be the US military providing direct support, then, but the service was still greenlit by the US.”

“Saudi Arabia doesn’t have an Offensive Air Force and a Defensive Air Force. It just has the one aerial service that the US supports.

Still, the offensive part is relatively straightforward: The Saudis find a Houthi target inside Yemen they want to hit, and they bomb it.

But it gets more complicated when you consider what “defensive” might mean. As the Houthis continue to launch missile and drone attacks inside Saudi Arabia, Riyadh might decide to strike a few of the Houthis’ launch points to dissuade further assaults.

Would such a move be defensive or offensive? It’s unclear.

What is clear is that without the US-approved maintenance of Saudi fighters, Riyadh wouldn’t really have the option of launching such retaliatory responses. “They’d be able to fly two out of every 10 aircraft,” said Des Roches. That would give the Houthis an edge in the ongoing fight.”

“it seems likely that US-authorized contractors maintaining Saudi warplanes are indirectly involved in helping the Saudis carry out “offensive” operations, however one defines them. “If we’re servicing the planes that are fighting the war, we’re still supporting the war,” said the Democratic congressional aide. That the contract remains in place, after all, is a policy decision. The US could also decide to maintain other equipment and provide training instead of keeping Saudi aircraft in the sky.

But it’s also true that without the maintenance support, Saudi Arabia would be further exposed to all kinds of attacks from the Houthis (and others). And after nixing the contract, the decades-old ties between Washington and Riyadh might not just spiral downward but sever entirely.”

The White House can raise taxes on the wealthy without touching the tax code at all

“President Joe Biden wants to raise taxes on the wealthy to pay for some of his policy proposals. Part of the way he can go about that doesn’t entail touching the tax system at all — instead, he’d just have to put the IRS to work chasing down rich people to make sure they’re paying taxes they already owe.”

“The most recent official tax gap estimate from the IRS, from 2011 to 2013, was that it amounted to $441 billion each year. That’s a big sum already, about 16 percent of total tax liability those years. But there’s reason to believe the gap is much higher — and that wealthy people are often to blame.”

“The IRS’s total budget is down by some 50 percent since 1993 as a share of gross tax collections, and appropriations for the IRS — adjusted for inflation — have fallen by 20 percent since 2010, and after Republicans in Congress sought to curtail its budget. It’s lost thousands of enforcement staff. And its enforcement abilities directly affect revenue, not only by collecting unpaid taxes but also by influencing behavior. If people know that the IRS is going to come after them for skirting taxes, they’re less likely to try it. Rettig told the House Ways and Means Committee at a recent hearing that the number of examining revenue agents, who are tasked with handling complex cases, fell by 35 percent since 2010, and field collection revenue officers, who manage the harder collection cases, fell by 48 percent. The audit rate for millionaires fell from 8.4 percent in 2010 to 2.4 percent in 2019.”

“Biden’s proposal to inject funding into the IRS could go a long way in reviving the agency. Because the IRS’s budget is generally determined year by year, it makes it hard to staff up or invest in technology for the long term. Agents with the experience and know-how to deal with complex audits can take years to train and replace.
“One of the key things in this proposal is not just the money, it’s that it’s a multi-year stream of funding that would allow them to plan it and spend it out over a multi-year period,” Hanlon said.”
