“In the Outer Space Treaty of 1967 and Liability Convention of 1972 are guidelines for how to punish a country that lets one of its rockets cause damage on Earth. Basically, those rules say that the offending state can be held liable by the victim nation. So, in this case, if the Chinese rocket were to land in the middle of New York City (which, again, is extremely unlikely to happen), the Biden administration could ask China to pay for damages and demand other recourse.
In other words, this is a state-to-state issue. “If the rocket lands on my house, I can’t go and sue China,” Northumbria’s Newman told me. That’d be UK Prime Minister Boris Johnson’s job to call up Chinese President Xi Jinping.
But that’s really it. There’s nothing in international law to stop any nation from letting any of the 900 rockets currently in orbit from falling in an unplanned way. “This isn’t illegal,” Newman said about the current saga of the Chinese rocket. “There is no sort of regulation on an international level on reentry.””

Another report, published in the scientific journal Cell by Chinese and American researchers made its way to Ruggiero’s NSC directorate. The authors had studied mice with humanized lungs and tracked how they responded to the SARS-CoV-2 virus. Although the special mice were created years before the virus emerged, the study led officials on Ruggiero’s team to determine that the virus could have originated in the lab in 2019.
Over the course of 2020, the Trump administration gathered evidence that showed researchers from the Wuhan Institute of Virology became sick in November 2019 “with symptoms consistent with both Covid-19 and common seasonal illness,” according to a State Department fact sheet published in January 2020 just before the inauguration of President Joe Biden. Months later, on May 23, 2021, the Wall Street Journal reported more details about that incident, including that there were three researchers — all of whom sought medical care from a hospital.
But those reports described the researchers’ symptoms as “consistent with” Covid-19 and other well-known viruses such as the flu. Nor is it clear whether the scientists worked with bat coronaviruses at the Wuhan institute, a large research facility in a city bigger than New York. Many studies have suggested that Covid was already circulating in Wuhan by November 2019, so it’s possible the scientists could have been infected outside of work.”

The legislation, known as the Endless Frontier Act, would provide a huge funding boost to American science research — framed as a way to compete with China. In the Senate, Senate Majority Leader Chuck Schumer and Sen. Todd Young (R-IN) led the charge, and it looked like the bill would pass with support from both parties.
But in the past few months, two things happened: As the legislation worked through the Senate process, it was watered down, reducing how much new funding would go to research. Then last week, a vote on the bill was delayed, as Republicans threatened to kill the legislation altogether.
To put it another way: A bill meant to show the US could own China instead proved how dysfunctional the American political system is.”
“in September in the midst of the war game, actual Chinese combat aircraft intentionally flew over the rarely crossed median line in the Taiwan Strait in the direction of Taipei an unprecedented 40 times and conducted simulated attacks on the island that Taiwan’s premier called “disturbing.” Amid those provocations, China’s air force released a video showing a bomber capable of carrying nuclear weapons carrying out a simulated attack on Andersen Air Force Base on the U.S. Pacific island of Guam. The title of the Hollywood-like propaganda video was “The god of war H-6K [bomber] goes on the attack!”
In case the new U.S. administration failed to get the intended message behind all that provocative military activity, four days after President Biden took office, a large force of Chinese bombers and fighters flew past Taiwan and launched simulated missile attacks on the USS Roosevelt carrier strike group as it was sailing in international waters in the South China Sea.
Little wonder that many foreign affairs and national security experts believe the global pandemic has accelerated trends that were already pushing the United States and China toward a potential confrontation as the world’s leading status quo and rising power, respectively. This month the Council on Foreign Relations released a special report, “The United States, China, and Taiwan: A Strategy to Prevent War,” which concluded that Taiwan “is becoming the most dangerous flash point in the world for a possible war” between the United States and China. In Senate testimony on Tuesday, the head of U.S. Indo-Pacific Command, Adm. Phil Davidson, warned that he believes China might try and annex Taiwan “in this decade, in fact within the next six years.”
Meanwhile, a leading Chinese think tank recently described tensions in U.S.-China relations as the worst since the Tiananmen Square massacre in 1989, and it advised Communist Party leaders to prepare for war with the United States.
What many Americans don’t realize is that years of classified Pentagon war games strongly suggest that the U.S. military would lose that war.
“More than a decade ago, our war games indicated that the Chinese were doing a good job of investing in military capabilities that would make our preferred model of expeditionary warfare, where we push forces forward and operate out of relatively safe bases and sanctuaries, increasingly difficult,” Air Force Lt. Gen. S. Clinton Hinote, deputy chief of staff for strategy, integration and requirements, told Yahoo News in an exclusive interview. By 2018, the People’s Liberation Army had fielded many of those forces in large numbers, to include massive arsenals of precision-guided surface-to-air and surface-to-surface missiles, a space-based constellation of navigation and targeting satellites and the largest navy in the world.
“At that point the trend in our war games was not just that we were losing, but we were losing faster,” Hinote said. “After the 2018 war game I distinctly remember one of our gurus of war gaming standing in front of the Air Force secretary and chief of staff, and telling them that we should never play this war game scenario [of a Chinese attack on Taiwan] again, because we know what is going to happen. The definitive answer if the U.S. military doesn’t change course is that we’re going to lose fast. In that case, an American president would likely be presented with almost a fait accompli.””

“Part of the problem is that China advanced its A2/AD strategy while the Pentagon was largely distracted fighting counterterrorism and counterinsurgency wars in Iraq and Afghanistan for two decades. Beijing is also laser-focused on Taiwan and regional hegemony, while the U.S. military must project power and prepare for potential conflict scenarios all around the globe, giving the Pentagon what Ochmanek calls an “attention deficit disorder.” Finally, there is the complacency of the perennial winner that makes it hard for senior U.S. military officers to believe that another nation would dare to take them on.”
“China released a draft summary of its 14th Five-Year Plan, the all-important document that not only guides the country’s economic development but also has huge consequences for global carbon dioxide emissions and climate change.
The new plan’s 2025 emissions goals reflect an ongoing contradiction between China’s short-term and long-term climate goals.
In the long run, China has expressed a strong commitment to climate action. President Xi Jinping surprised the world last September when he announced that China would aim to reach carbon neutrality by 2060. Climate scientists have called for countries to hit that goal by 2050, but it was still a significant step forward for China — the first time the country made any formal commitment to zeroing out its emissions.
And yet, even as Xi made that announcement, CO2 emissions in China were soaring. Like the rest of the world, the pandemic had initially caused economic activity to plummet in China in early 2020. But after swiftly bringing the pandemic under control within its borders, the Chinese government funneled stimulus dollars into the heavily polluting construction and manufacturing sectors, stoking steel and cement production. As a result, China’s emissions rose an estimated 1.5 percent in 2020, even accounting for the initial drop.”

“What does this mean for global climate goals? According to a joint study published by the Asia Society Policy Institute and Climate Analytics in November, China needs to peak its emissions as soon as possible, and certainly by 2025, to be in line with the Paris agreement. Currently, China has only committed to peaking its emissions before 2030.
The other main climate target from the 14th Five-Year Plan is slightly more hopeful. China has set a slightly bolder renewable energy goal: 20 percent of its energy should come from non-fossil sources by 2025. This is a slight acceleration over the non-fossil energy buildout in the last five-year plan period, during which the share rose from 12.3 to 15.9 percent.
However, once again, it doesn’t fully align with China’s long-term climate goals and the Paris agreement. According to analysis from CREA, China needs to get 25 percent of its energy from non-fossil sources by 2025 to be on a straight path to meeting its 2060 goal.
So on the whole, these targets suggest modest progress from the world’s top emitter in the years to come. It is worth noting, though, that historically, environmental goals in five-year plans have been set to be overachieved. All of the climate targets in the 13th Five-Year Plan were surpassed.”

“The biggest question remains whether China will reverse its coal consumption, which increased slightly last year even during the pandemic. Environmentalists grew increasingly concerned as China built 38.4 gigawatts of new coal-fired power plant capacity in 2020 alone — three-quarters of new coal construction globally.
What happens internationally may also play a role in shaping China’s emissions. The Biden administration has pledged to reassert US global leadership on climate change and is planning to host a global climate summit on Earth Day in April. In the lead-up, the administration has said it will release a new, more ambitious 2030 target for the US.
That could potentially free up China to also increase its 2030 goals.”
