Europe’s Energy Wounds Are Self-Inflicted

“”In 2000, Germany launched a deliberately targeted program to decarbonize its primary energy supply, a plan more ambitious than anything seen anywhere else,” Vaclav Smil wrote in 2020 for the Institute of Electrical and Electronics Engineers’ IEEE Spectrum. “The policy, called the Energiewende, is rooted in Germany’s naturalistic and romantic tradition, reflected in the rise of the Green Party and, more recently, in public opposition to nuclear electricity generation.”
The problem, as Smil noted, is that government-favored and subsidized solar and wind are intermittent. Wind doesn’t generate electricity when the air is still, and solar is of little use at night and on cloudy days. That means old-school generating capacity has to be maintained in parallel to the new systems.

“It costs Germany a great deal to maintain such an excess of installed power,” Smil added. “The average cost of electricity for German households has doubled since 2000. By 2019, households had to pay 34 U.S. cents per kilowatt-hour, compared to 22 cents per kilowatt-hour in France and 13 cents in the United States.”

The German news magazine Der Spiegel came to a similar conclusion in 2019.

“The state has redistributed gigantic sums of money, with the [Renewable Energy Sources Act] directing more than 25 billion euros each year to the operators of renewable energy facilities,” the authors observed. “But without the subsidies, operating wind turbines and solar parks will hardly be worth it anymore. As is so often the case with such subsidies: They trigger an artificial boom that burns fast and leaves nothing but scorched earth in their wake.”

Making the matter worse is the extent to which Europe has sourced its fossil fuels from Russia. That’s a dependency partly based on easy accessibility by land to Russia’s resources. It’s also an artifact of economic diplomacy from the Cold War era intended to build trade ties to reduce the risk of conflict. But what was supposed to give the West leverage over the old Soviet Union has instead handed modern Russia enormous clout.

Comparatively clean nuclear energy might have made the difference, but the 2011 Fukushima disaster spooked Germans more, perhaps, than people anywhere else, and the country resolved to abandon nuclear power, leaving it dependent on unreliable solar and wind and, especially, imported fossil fuels. Only now, with Russia throttling the supply of natural gas to 20 percent of capacity, is the governing coalition considering extending the life of the last two nuclear power plants past the end of the year.”

How Germany is kicking its meat habit

“Germany is one of the few places in the world where meat consumption is decreasing — and fast.

In 2011, Germans ate 138 pounds of meat each year. Today, it’s 121 pounds — a 12.3 percent decline. And much of that decline took place in the last few years, a time period when grocery sales of plant-based food nearly doubled.

The trend runs counter to virtually everywhere else on the planet, where meat consumption is quickly rising — from citizens of low-income countries adding more meat to their diet as incomes increase, to rich countries where meat consumption has more or less plateaued at a high level or continues to slowly increase. (Sweden, like Germany, is a notable exception.)”

“Meat and dairy production account for around 15 percent of global greenhouse gas emissions, and most countries’ per capita meat consumption far exceeds the 57 pounds per year recommended by the EAT-Lancet Commission, a panel of climate and nutrition experts.”

“One poll found that, from 2016 to 2020, the number of vegans in Germany doubled, hitting 2.6 million people or 3.2 percent of the population. A big jump, to be sure, but not enough to explain the sharp decline in the country’s meat consumption.

Rather, says Jens Tuider of ProVeg International, a Berlin-based organization that advocates for reducing meat consumption, “it’s the flexitarians that drive this development.”

Experts say the rise in flexitarians — those who reduce but don’t eliminate their meat consumption — could be due to a number of scandals in recent decades that have put the German meat sector under closer scrutiny. Exposés of forced labor in slaughter plants, reports of rotten meat sold across the country, bird and swine flu outbreaks, and animal cruelty investigations may have affected attitudes toward meat.

But those same problems are playing out elsewhere with far less effect on diet, including in the US, where Americans eat 225 pounds of red meat and poultry (fish excluded) per capita per year, almost twice the amount as Germans.

What seems to set Germany apart is its young people, who are deeply worried about climate change and see reforming the food system as one way to pump the brakes on their country’s greenhouse gas emissions. “Especially among the young people, you can see a cultural change, because they are much more aware of … what they eat, how they consume,” says Inka Dewitz of Heinrich Böll Stiftung, a foundation in Germany that is affiliated with the German Green Party.”

The US could stop one cause of heat wave deaths tomorrow

“There’s one policy the US can pass today that can also save lives: stopping utility shutoffs in the summertime because a customer has missed one or more payments.

Right now, only 18 states have any protections that prevent utilities from shutting off a customer’s power in a heat wave because of missed payments, while 41 states have these protections for the cold. That leaves most of the population vulnerable to utility shutoffs during the deadliest extreme weather window of the year.”

Impact of Supreme Court’s climate ruling spreads

“Fallout from the Supreme Court’s attack on federal climate regulations is spreading throughout the executive branch, creating legal uncertainty for rules on topics as far afield as abortion, immigration and even amateur auto racing.

Opponents of federal actions on pipelines, asbestos, nuclear waste, corporate disclosures and highway planning are also seizing on the logic of the court’s June 30 decision, which imposed sharp limits on the Environmental Protection Agency’s authority to regulate greenhouse gases.”

“In their decision, the high court’s six conservative justices invoked what they called the “major questions” doctrine to declare that agencies such as EPA need explicit congressional approval before “asserting highly consequential power” over almost any policy area. But they did not offer a precise definition of what would cause a regulation to qualify as major — a question that agencies and lower courts may now need to spend years wrestling with.”

““If anything’s ambiguous at all, you get people challenging on major questions grounds, and you have to go find out if Congress gave you an extra clear statement,” said Nathan Richardson, a law professor at the University of South Carolina. He called it a reversal of the long-standing tradition of courts deferring to agencies’ policy expertise. “It’s not deference, it’s anti-deference.””

Biden launches plan to bring solar to low-income homes

“The initiative would connect participants in a federal program that subsidizes energy costs for low-income residents with developers of community solar projects, which sell subscriptions to households for renewable power with the promise of lowering their monthly electricity bills.

The Biden administration has big aspirations for the program, projecting it could spur the development of 134 gigawatts of new solar power capacity nationwide, the agency official said. To put that in perspective, total U.S. solar capacity today sits at 97.2 gigawatts, according to the Energy Department.

And it could lead to sizable savings, too: DOE estimated participants in the five initial pilot project states and the District of Columbia alone would save more than $1 billion on their energy bills annually.”

A needed nuclear option for climate change

“To avoid the chances of catastrophic climate change while ensuring the world can continue to grow — especially for poor people who live in chronically energy-starved areas — we’ll need to produce ever more energy from sources that emit little or no greenhouse gases.”

“Zero-carbon sources of renewable energy like wind and solar have seen tremendous increases in capacity and equally impressive decreases in price in recent years, while the decades-old technology of hydropower is still what the International Energy Agency calls the “forgotten giant of low-carbon electricity.”
And then there’s nuclear power. Viewed strictly through the lens of climate change, nuclear power can claim to be a green dream.

Unlike coal or natural gas, nuclear plants do not produce direct carbon dioxide emissions when they generate electricity, and over the past 50 years they’ve reduced CO2 emissions by nearly 60 gigatonnes. Unlike solar or wind, nuclear plants aren’t intermittent, and they require significantly less land area per megawatt produced. Unlike hydropower — which has reached its natural limits in many developed countries, including the US — nuclear plants don’t require environmentally intensive dams.

As accidents at Chernobyl and Fukushima have shown, when nuclear power goes wrong, it can go really wrong. But newer plant designs reduce the risk of such catastrophes, which themselves tend to garner far more attention than the steady stream of deaths from climate change and air pollution linked to the normal operation of conventional power plants.”

“Germany, which views itself as a global leader on climate, is grasping at the most carbon-intensive fuel source in part because it made the decision in 2011 to fully turn its back on nuclear power, enshrining what had been a planned phase-out into law.”

Europe is burning like it’s 2052

“One especially dangerous aspect of the current heat wave is how warm it’s been after sunset. The UK just broke its record for the hottest temperature recorded at night. In many parts of the world, nighttime temperatures are rising faster than daytime heat. This often leads to worse health problems because people find little relief as heat stress mounts.”

“Much of Europe remains haunted by the 2003 heat wave that killed more than 70,000 people. The good news is that natural disasters like heat waves are becoming less deadly around the world. Better forecasting and more tools to cope with heat have saved lives in Europe. But with disrupted travel, increasing hospital visits, and lost productivity, heat is still extracting a growing social and economic toll.”

It’s so hot in Europe that roads are literally buckling

“Part of the problem is that many buildings, highways, and other infrastructure in Europe are old and built with outdated temperature extremes in mind, said Mikhail Chester, an associate professor of engineering at Arizona State University. They simply can’t tolerate the new normal, he said. Hence things like railway fires in London.

Cities like Dubai and Phoenix, Arizona, in contrast, can withstand higher temperature extremes because their infrastructure was built more recently and with heat in mind. While these places may face issues related to water and energy usage, 100-degree weather isn’t as big of a problem for them, Chester said.”

“Air conditioning is relatively rare in most of northern Europe, especially compared to the United States. The same is true of the London Tube — only 40 percent of the train network has air conditioning, and authorities warned commuters in the British capital to carry water with them if they traveled.”
