The US rebelled against Britain partially because the British would invade people’s homes based on warrants signed by the executive themselves, rather than by a judge approving the justification of the warrant. That’s why the Constitution has the fourth amendment. ICE tried to secretly start using monarchical British-style warrants to invade people’s homes without a real warrant.

Iran brutally slaughtered its protestors. Up to 20,000 were killed.
Iran’s revolutionary guards are stronger than its regular military and they are loyal to the supreme leader.
Trump literally said that “help is on its way”, and many protesters said they expected Trump to help. When he didn’t, the ones that were still alive, felt betrayed.
A US intervention would likely cause a retaliatory strike, and the US wasn’t prepared for such attacks because it was using resources around Venezuela.
Local partner countries warned against a US intervention, fearing a regional conflict.

ICE repeatedly exercises a gratuitous use of force.
Multiple ICE agents have threatened protestors by referring to the killing of Renee Good. These are threats to kill people by law enforcement, often for simply being annoying. The implications are more aggressive than simply, ‘hey, if you protest or/and don’t listen to my orders, we may possibly get into the situation where I have to kill you to defend myself.’ The implications are, ‘Keep annoying me or disobeying me, and I’ll fucking kill you like we did that woman.’
